Orolia is seeking a Director of Global programs to lead the International and domestic Government program / Project team and manage key programs. This is a critical leadership team position for our rapidly growing Systems and Solutions Line of Business. Orolia is based upon a matrix organization and hence the position’s day to day direction will come from the Systems Product Line Director and the position also has a functional reporting line to the Vice President of Operations. This position is responsible for all aspects of cost, technical and schedule performance of international and domestic programs and projects. The Program Director will work with the leadership team to develop key strategies for contract execution, growth and new opportunities. The candidate must successfully manage complex internal relationships across multiple functional areas to include Operations, R&D, Contracting, Quality, Service Support and Business Development, as well as external relationships including collaborating with our global government customers, partners or subcontractors and key organizations like Cospas-Sarsat, NASA and NOAA.
Leads the Systems and Solutions Program Management Team.
Develops organizational, business and technical strategies, goals, objectives and related metrics to ensure alignment with Company vision/strategy. Measures progress to plan. Holds program/project team accountable for achieving goals
Coaches, counsels, mentors and provides developmental opportunities and job assignments to enhance performance and expand capabilities of mid-level managers and others within the program team.
Creates a culture of continuous improvement by communicating/deploying enterprise best practices and employee engagement to improve cost, quality, delivery, employee job satisfaction and customer satisfaction
Builds organizational culture that values open and honest communication.
Communicates appropriate policies and directives to enhance employee awareness and clarify expectations.
Establishes partnerships and relationships with internal and external customers, stakeholders, peers, and direct reports. Builds strategic partnerships with external agencies and organizations to advance Orolia’s position on key issues
Manage teaming relationships with Orolia functional departments who are part of the day-to-day operations of Systems and solutions Line of Business
Proactively communicates with leadership team, peers (e.g., fellow senior managers) and customers. Keeps others informed by communicating business vision and strategies, program or project status, conducting and participating in leadership meetings, providing presentations and listening to employee concerns and suggestions
Supports Bid and Proposal preparation in collaboration with the Business Development, Sales, System engineering, R&D, Quality and the Product Management.
Establishes program milestones, develops and monitors delivery schedules to ensure compliance with all contract requirements
Responsible for development of the necessary control methodologies and reporting structures to accurately measure progress and identify problems and for the establishment of corrective action plans to ensure the meeting cost and schedule commitments
Works with Business Line leaders and Finance to comprehensively manage the program budgets and execution
Provides monthly program progress reviews to senior management
Acts as the primary customer contact on status and performance, and anticipates and fulfills customer needs to ensure satisfaction and continued business
EDUCATION / EXPERIENCE REQUIREMENTS
Minimum Bachelor’s degree (Engineering or Technical preferred).
10 years relevant professional experience to include experience with program management or project management metrics and management tools or related experience
Master’s Degree preferred (MBA, Systems Engineer, or other Technical)
PMP (Project Management Professional) Certification or similar certification preferred
Experience working with the US and or international government organizations.
Experience successfully executing and completing technically complex turn key systems on time and within budget.
Experience in or affinity with Resilient PNT technology and or Search and Rescue Domain is a plus.
Skills, Knowledge & Abilities:
Experience developing MRP Schedules, Integrated Master Schedules (IMS) with a clear understanding of critical chain and risk management and their effects to the schedule
Strong relationship building skillset ensuring synergies throughout the Orolia (matrix) organization.
Demonstrated ability to contribute to key decisions in the procurement and build process such as dual sourcing, alternate part decisions and make/buy decisions
Demonstrated abilities to drive / manage high value Task Order driven programs
Demonstrated ability to translate strategic objectives to assigned programs to successful completion across a matrixed/cross functional team.
Demonstrated leadership skills, ability to work with teams, demonstrated initiative, ownership & accountability and experience with leading change management and team collaboration
Ability to lead effectively in a fast paced, dynamic environment using sound analytical reasoning and decision-making ability.
Demonstrated experience managing and communicating across complex internal and external relationships
Experience developing presentations for senior leadership using multiple toolsets (MS Office, MS Project, etc.) with concise and succinct messaging
Familiar with matrix organization structures and multi-sites / multi-cultural environments.
Experience working with estimates of completion
Experience leading and managing a project team
Experience developing and reviewing cost proposals
US DOD Security Clearance or ability to obtain a US DOD Security Clearance a plus but not required.
Experience working with U.S. and or International Governments
Ability to travel domestic and international 25-50% of time
