Northrop Grumman Mission Systems is actively recruiting a Principal / Sr. Principal, Cyber Operations Planner to support an existing, long-term Government Program office. This position is located in Arlington, VA and will support our Cyber Operations team by providing administrative and fiscal management to include budget and acquisition planning and execution. The Cyber Operations Planner will develop operations planning and accountability reporting as well as formal presentations for senior government leaders.
Roles and Responsibilities:
Conduct cyber operations planning in support of DoD Combatant Command requirements
Prepare formal cyber operations planning documents, papers and presentations for senior DoD officials
Senior acquisition SME/advisor to government customer
Draft and maintain program budget, monitor execution, and prepare Program Objective Memorandum (POM) budget request submissions
Support coordination and interface of classified programs by drafting operational requirements and concepts of operation, as well as preliminary policy review on program documentation
Assist government Security office with program access which includes reviews of security classification guides, fact sheets and other security documents as well as facilitating personnel indoctrinations and debriefs
Manage and track administrative and fiscal requirements and deliverables to ensure quality products delivered on time
This position may be filled at a level 3 or 4 aligned with the Basic Qualifications shown below.
Level 3: Bachelor's Degree and a minimum of 5 years of related experience, a Master's Degree and a minimum of 3 years of experience, a PhD with no experience required, or a total of 9 years of experience without a degree.
Level 4: Bachelor's Degree and a minimum of 9 years of related experience, a Master's Degree and a minimum of 7 years of experience, a PhD with a minimum of 4 years of experience, or a total of 13 years of experience without a degree.
In-scope SSBI with Top Secret/SCI eligibility and Polygraph
2 years of experience supporting special programs or equivalent programs
2 years of experience working in a System Program Office, Program Element Monitor, or similar acquisition organization
Previous years of experience in DoD Programming, Planning, Budget & Execution oversight
Understanding of Federal Acquisition processes and funding categories
Working knowledge of NSA, HQ Air Force or Combatant Command organizational structures
Previous Pentagon Staff Experience working special programs
Experience with DoD Acquisition Category (ACAT) 1 Systems Program Office
Understand USAF Acquisition organizations and processes
Experience working in organizations executing or developing DoD cyber systems, cyber integration and cyber organizational construct
8 years of experience in DoD Programming, Planning, Budget & Execution oversight DAWIA certification in program management, Systems Planning, Research, Development and Engineering (SPRDE), or testing.
