We are seeking a qualified Data Analytics Product Manager to join our team in Washington, DC, for an exciting opportunity to serve on the 2020 Census Integrated Communications Contract. The 2020 Census Integrated Communications Contract supports outreach, promotional advertising, and communications in support of the 2020 Census. The 2020 Census will be the first US decennial Census that respondents can complete online. One of the primary goals of the communications campaign is to maximize self-response, including online response. PSB is the research agency of record on the Integrated Communications Contract, working with our partners to develop, refine and test the marketing and communications strategy used to reach all U.S. adults during the critical, every-ten-year Census process.
This position is based in PSB’s offices in Washington, DC, and could work at times across PSB’s other client teams in the DC office and around the world. S/he will be a key voice in the communication campaign optimization planning, design and implementation for the Census 2020 contract. We expect the successful candidate to have relationship building abilities that allows her/him to work across all partners on the Integrated Communications Contract and PSB DC.
At a high level, the Data Analytics Product Manager will be responsible for a variety of tasks, including but not limited to:
Help build team for communication campaign analysis and optimization using a data-driven approach
Help lead planning, design, creation and deployment of the campaign optimization platform and process
Identify needs for building statistical models and statistical approaches to solving media targeting and campaign optimization problems
Connect with stakeholders (US Census Bureau, Team Y&R media buyers, advertising agencies, digital strategists, PR, tech) to analyze project and product requirements, processes and decision-making tools
Analyze data inflows and determine what data pipelines need to be built
Help build, direct and work with engineering teams to build and integrate data pipelines, user interfaces, reports, dashboards and other analytics and data visualization tools
Develop processes for data analysis, reporting, recommendations, implementation and tracking
Coordinate data analysts, decision-makers and other stakeholders from Census and Team Y&R including ad agencies, media buyers and digital strategists
Measure and analyze media buying and spending online and offline, response rates by mode (online, mail)

The successful candidate will possess:
A minimum of 5 years of experience in technology product or project management, advanced data analytics, and building statistical and predictive approaches that lead to optimal targeting and resource allocations
Proven success working with large complex teams and schedules within tight timelines
Proven experience in consulting environments presenting successfully to management teams
Authorization to work in the U.S. and to complete a federal government background clearance process
Experience in data science, data visualization, GIS mapping, statistics and/or analytics
Experience with Tableau, SQL, GIS, Python and/or R
Outstanding oral and written communications and presentation skills
Ability to build consensus across disciplines, functions, teams and organizations
Superior organizational skills, creative problem-solving experience and detail-oriented approach
