Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a SOCIAL WORKER (T5), Position Description Number T5012000 and is part of the AL MED DET, National Guard.

LOCATION: OFFICE OF THE STATE SURGEON, MOBILE, AL

Responsibilities
1. Supports the psychological health team in developing and executing an annual BH program strategy. Determines program priorities, gaps, and means to meet annual goals. Supports the development and annual review of written standard operating procedures governing the BH system of care.
2. Develops relationships with military and community groups to enhance prevention efforts and expand available BH resources. Builds networking processes. Builds a community provider directory. Develops an extensive array of BH resources, associations, and community partnerships available to support NG soldiers and families. Participates in community activities to: (1) build prevention efforts, (2) learn/influence community problem-solving, and (3) forge community connections that promote psychologically healthy lifestyles within the NG.
3. Coordinates and implements prevention and education programs. Conducts comprehensive needs assessments and Strengths, Weaknesses, Opportunity, and Threat (SWOT) analyses that form the basis for program development activities. Creates action plans to: (1) meet the needs of service members and (2) address treading BH concerns. Develops and provides access to primary prevention services to inform and educate leadership and the NG community at large about the dynamics, treatments, and behaviors associated with psychological illness.
4. Conducts clinical screening, evaluation, and consultation services. Applies professional knowledge of the principles, theories, procedures, and practices of social work to clinical duties in accordance with applicable DoD guidelines.
5. Builds efficient processes to manage BH referrals and case management services. Builds evaluation process concerning timely and appropriate: (1) contact with soldiers, (2) collection of required documents and release of information, (3) follow-up communications, (4) timely connection with BH and support services, (5) case documentation, and (6) quality assurance feedback from clients. Uses current and future ARNG systems of record such as Behavioral Health Data Portal (BHDP), MEDCHART/eCase, Behavioral Health Reporting Tool, E-profile, and DoDSER, as appropriate. Continually seeks way to improve case management processes. Supports the surgeon's office as the subject matter expert concerning BH readiness and return to duty determinations.

Qualifications
GENERAL EXPERIENCE: Knowledge of social work theories, principles, techniques, and resources is mandatory.

SPECIALIZED EXPERIENCE : In applying for the GS-12, do you have one year of specialized experience equivalent to the GS-11 level in Federal service to qualify for this Social Worker position? Specialized experience is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Must have experience that, formulates strategies to generate interest, acceptance, and participation by ANG community consumers, resource suppliers, and eligible National Guard Airmen and family members regarding psychological health services and community prevention for the general population, possess communication, organizational, and time management skills as well as a high level of self-awareness and resilience necessary to manage a program vital to all aspects of unit operations. Knowledge of social work theories, principles, techniques, and resources with experience in clinical social work assignments. Must have specialized experience in professional social work that includes interviewing people to establish the nature and extent of their problems, helping them work-out plans for improving the situation, providing assistance and services, referring them to community resources and other organizations as indicated, and assisting them to understand and modify their own patterns of behavior when appropriate. Administers clinical social work programs. Plans, organizes, and directs mental health service or department. Applies principles, knowledge, and practice of professional social work to provide mental health diagnosis, treatment, research, consultation, and preventive programs for individuals, families, groups, and organizations in military community. Teaches, supervises, and directs clinical social work and related mental health programs. Provides consultation and support to leadership and other agencies on such problems as individual and group effectiveness, interpersonal relations, psychopathology, and maladaptive behavior.

Must hold the Licensed Clinical Social Worker (LCSW) credentials in the state of Alabama.
Education
Master's in Social Work from an institution accredited by the Council on Social Work Education is highly desired. Other mental health degrees and training as identified in AFI 44-119 (Medical Quality Operations) are acceptable. Candidate must be a fully qualified Mental Health professional IAW AFI 44-119.
