GSA’s 15 year $50B telecommunications Enterprise Infrastructure Services contract (EIS) was awarded in August of 2017 to 10 companies. One of those awardees, New York-based MetTel, chose to partner with the IIS division of the Raytheon Company to significantly expand its cyber capabilities and offer its current and new customers an extensive range of products and services to enhance and transform their security posture with cost-effective options. With our unique catalog of offerings, the MetTel/Raytheon team, with selected industry vendor partners, plans to aggressively pursue federal agencies (among the more than 200 candidates) that need to move off of the expiring NetworX contract vehicle and onto the new EIS contract by the year 2020.
Raytheon is seeking a highly motivated individual to manage all aspects of the EIS initiative, including, but not limited to, program management (schedule, budget, execution, QA), business development and capture, customer (MetTel) interaction, the establishment and maintenance of vendor partner relations, and responsibility for our “offering/catalog” creation, innovation, and delivery.
There are currently over 200 government agencies procuring products and services under GSA’s NetworX contract vehicle, which is expiring and being replaced by the recently awarded EIS contract. Rather than merely transferring the elements of an agency’s current NetworX services contract to EIS, the MetTel/Raytheon team sees this as an opportunity to embrace the objectives of the recently published “Digital Government Strategy” (DGS), which encourages agencies to increase digital access, simplify acquisition, and adopt outsourced managed services.
In support of the DGS and the Government’s IT Reform Plan, the MetTel/Raytheon team has created a portfolio of offerings, including a state-of-the-art Managed Trusted Internet Protocol Service (MTIPS), that will allow government agencies to cost-effectively and rapidly effect the digital transformation being called for, using best-of-breed technology and services that reduce capital investment, personnel requirements and facility space.
Program Manager’s responsibilities include, but are not limited to, the following:
Acting as the primary point of contact for MetTel (EIS Prime Contractor) in regard to contract negations, deliverables, RFI/RFP/Proposal responses, payments and invoices, personnel issues, performance and execution
Business development – Task order shaping, Agency penetration, site visits, marketing strategy, industry messaging, customer “pain point” identification
Identification and selection of Task Order pursuits
Proposal execution – Products, services, schedules, pricing, Ts and Cs
Personnel – Talent acquisition, task order staffing, billability and bench management, margin maximization
Raytheon Gate Management (internal process) and BusOps review
Strategic leadership for the program and other matrixed, functional support entities who are responsible for day-to-day execution of the program
Financial forecasting and planning activities including AOP and EAC reviews
Managing security product vendor relationships
Product and services portfolio (Catalog) innovation, creation, and maintenance
Communication and presentations – Customer, MetTel, vendor partners, Raytheon Executive Management
Eight (8) to ten (10) plus years of program management experience with multiple projects
Five (5) years of product/services sales experience in the cyber security market space with a proven track record of success
Strong performance in the management of programs with a history of assignment to positions of progressively greater authority and responsibility.
Excellent communication skills – Experience in preparing and delivering briefings for customers and senior management
Excellent leadership and team-building skills including leading matrixed teams
Proven negotiation skills and EVMS experience.
Demonstrated knowledge of acquisition strategy.
Proven experience leading internal, vendor and customer meetings focused on the identification of solution requirements and alignment of those requirements with business and third party products/capabilities providers.
Ability to establish and maintain good working relationship with all levels of the organization, including Prime Contractor, subcontractors, engineering organizations, IPT members, Supply Chain Management, and supporting functional organizations.
Experience developing and implementing strategic plans. Strategic mind-set capable of tackling complex problems.
Demonstrated success in managing complex program task prioritization, planning, staffing, scheduling, and conflict resolution
Must be able to obtain a TS clearance, Active TS Clearance Preferred.
Desirable Skills, Experience, Knowledge:
Extensive experience with cyber security products, tools, services, and policies including, but not limited to – Firewalls, IDS/IPS, DLP, SEIM products, Insider Threat products, email gateways, wireless technology, UTM platforms, security analytics, ATP
Raytheon Level 3 or PMP certification.
Big picture thinker with demonstrated experience taking customer's high-level vision and / or Statement-of-Objectives (SOO) and shaping opportunity
Ability to architect system solutions & articulate the ROM cost, schedule & technical performance
Demonstrated experience developing customer roadmaps that show how to achieve statement of objectives in a way that provides the customer with an initial capability quickly & defines an architecture that can be expanded to goal of spiral development / block upgrade approach
Existing Cyber or Computer Network Defense system experience
Strong analytical abilities: ability to plan, control and direct activities and resources related to planning and scheduling
