Duties
Summary
You will serve as a Senior Transportation Specialist, principally responsible for one of the two large urban areas in the state (Dallas-Fort Worth or Houston). Provides leadership in project development in the areas of planning and design phases of significant projects in these high density, high traffic volume, urban areas. Many of the projects are large in size, technically complex and often highly controversial. There are unique and significant projects of a fully multi-modal nature and projects that employ Design/Build and/or innovative financing. Serves as the specialist principally responsible for providing leadership, guidance, direction and approvals to the state with regard to development of these projects.

The ideal candidate is a mid-career and motivated individual with experience administering Federally funded highway programs or coordinating highway projects as it relates to construction, contract administration or project management; and experience conveying ideas and concepts in meetings and discussions, and in writing.

Responsibilities

The Transportation Specialist (P&PD):
Consults and/or coordinates with other Division specialists, such as Planners, Environmental Specialists, Financial Managers, Transportation Engineers, and Structures Engineers, as needed, to clarify or resolve issues related to projects.
Participates in and contributes to Division program management activity including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting processes.
Evaluates and recommends, or approves as delegated, requests for project authorization, concurrence in the award of contracts, participation in change orders and work orders for extra work, contract claims and reimbursement to the State, and acceptance of projects upon correction of deficiencies and completion of projects.
Provides policy direction and technical guidance to TxDOT on a continuing basis and on a less frequent basis to other agencies and organizations.
Represents the FHWA in contacts with TxDOT and other local agencies reviewing and approving actions and providing technical assistance related to highway transportation concerns as it relates to contracting and constructability.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the GS-13 , you must have at least one year of specialized experience equal or equivalent to the GS-12, which includes:

Experience related to transportation project management; planning, scheduling, and coordinating highway or transportation project activities; construction, design or contract administration for highway or transportation projects in accordance with regulations, standards, principles and methods; AND
Experience in consultation with others, developing alternatives and helping to resolve technical transportation issues or conflicts that arise with processes or outcomes. AND
Experience representing the organization with partners and stakeholders to provide advice, consultation, or project oversight.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
