THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1110 of the National Defense Authorization Act for Fiscal Year 2017 authorizes the Secretary of Defense to recruit and appoint qualified candidates who possess a finance, accounting, management, or actuarial science degree, other related degree, or experience, to certain positions within the competitive service. Competitive rating and ranking of applicants do not apply to the Direct Hire process.
This position is being recruited as a Financial Management Analyst (0501) under General Schedule (GS) or AcqDemo (NH).
This is a Direct Hire Public Notice, under this recruitment procedure applications will be accepted for each location/ installation identified in this Public Notice and selections are made for vacancies as they occur. As a Financial Management Analyst, your duties will be but not limited to:
For higher grades this series covers positions that perform, supervise, or manage administrative work of a fiscal, financial management, accounting or budgetary nature.
Reviews execution documents/reports using available financial management systems.
Ensures financial transactions are supported with proper documentation and in accordance with policy and internal control practices.
Conducts studies, gathering and analyzing financial data, to improve the accumulation, processing, and reporting.
Performs budget planning and related execution tasks, analyzes various program requirements, and makes recommendations on the allocation and execution of funds.
Analyzes and develops budget exhibits and budget justifications, including developing reclamas/issue papers to program budget marks.
Recommends updates to budgetary/financial policies and implements new policies.
Conducts budget evaluations; prepares and issues time-phased schedules; prepares coordinating papers/procurement plans/procedures; integrates plans used in managing the acquisition process.
Develops and implements financial management plans, procedures, and programs to facilitate the effective, efficient, and timely application of financial resources to facilitate accomplishment of the organization's mission.
Occasional travel - You may be expected to travel for this position.

This position requires Financial Management Certification which must be achieved within a prescribed timelines depending on the position being selected for you may be required to have FMAB13 - FM Cert Lvl & ACQ BUS FM III or FMAB12 - FM Cert Lvl & ACQ BUS FM II.
These positions require Security Clearance depending on the position that you are being selected for you may be required to obtain and maintain a Secret or Top Secret Security Clearance.
Positions may or may not have a control point within bands.
