Job Summary
Due to growth and ongoing delivery success with our clients, Turner & Townsend's team in Mexico is looking for a suitably qualified and experienced Director of Cost Management to structure and lead the cost management service lines, train and develop the cost management team. Job Objectives
A natural Leader in both a Technical and Management capacity, you will have strong experience in all aspects of the Cost and Commercial Management Services, including Strategic Procurement, Contract Management and whole life cycle procurement services across a diverse portfolio of project type. With a natural approach to business development and excellent commercial acumen, you will possess the strength and conviction to lead, develop and manage existing and future relationships with teams and clients. Confident in a client facing environment, with good presentational skills and natural gravitas

Experience in a variety construction sectors and project type
Experience of providing consultancy services on live contracts and projects in distress
Demonstrated experience across all aspects of cost management on a range of projects from feasibility studies to final account close-out
Advise at a strategic level at the project conception stage, including providing cost advice on the different approaches that can be adopted in order to successfully achieve the client’s overall objectives
Managing and taking ownership of the procurement process, ensuring that all stages including pre-qualification, enquiry, Bills of Quantities, analysis, selection and contract preparation are performed effectively.
Ensure commissions are managed to the right quality standards and are completed efficiently and on time. Capable of conducting detailed project reviews with or without the support from the wider team
Solid experience of compiling audit reports for an internal and external client base
A sound understanding of international construction contracts and the relevant processes and procedures. Managing the different forms of contract, change control, cost forecasting and reporting, cost control, procurement/ tendering and risk management.
Application of robust and methodical analytical skills, with a flexible and adaptable approach to service delivery under a number of challenging scenarios
Confident in approach, with the ability to lead claims in your own right
Able to prepare and support on bid proposals Take responsibility for developing new business opportunities, internally and externally with existing and new Turner & Townsend clients
Develop cost plans and contract documentation including budgetary estimates, bills of quantities and cost optional studies
Prepare tender documentation, evaluate, and prepare tender reports, review contractor valuations and other relevant documentation
Critically analyse, challenge and brainstorm project requirements and deliverables, in order to find creative solutions and alternatives on behalf of clients
Manage the flow of project information between the team and the client, through regular meetings and written communications
Ensure the production of formal project progre
Skills Required
Professionally must have a professional Quantity Surveyor qualification (PRQS or MRICS) or similar, 15-20 years’ work experience with demonstrated career growth graph
Confident and able to lead projects in own right, but when necessary to work as part of a senior delivery team
Strong Contract management knowledge across major standard forms of contract in use (including NEC, FIDIC, JCT).
Strong interpersonal skills to train and develop teams.
Significant procurement experience on different types of projects and programmes, especially across real estate.
Major construction (civils and building) programme experience preferred
Effective management experience in a multi stakeholder environment
Strategy and product development within a cost and commercial management, procurement/supply chain environment
Robust and methodical analytical skills, adaptable, with experience of leading a profitable • Broad experience and exposure in a diverse range of construction sectors and project sizes. Ideal candidate will have Real Estate project experience including Office fit-out projects.
A proven background in driving new and existing business development opportunities
A natural gravitas in dealings with clients, with a ‘making the difference’ approach
Able to prepare, define and lead on bid proposals, and work closely alongside Senior Management and the wider Turner & Townsend team
People management experience, particularly in the context of managing a cost management team delivering a project.
Be willing and able to lead a project and manage personnel in delivering small and major commissions, together with developing and shaping the organic growth of our Cost Management Team.
Excellent verbal and written English communication skills, with excellent report and bid writing skills and demonstrated negotiation and influencing skills, and the capability to relate and communicate with people from a variety of diverse backgrounds at all levels of the industry.
Spanish is a plus. Otherwise be willing to learn/develop language.
