This "Senior Product Systems Engineer" position with ASRC Federal Technical Services on the EMOSS-V contract will support the Joint Polar Satellite System (JPSS) and Suomi National Polar-orbiting Partnership (SNPP) satellite system for the National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Product Operations (OSPO) client based in Suitland, MD. The JPSS and SNPP satellite missions represents the next-generation Earth-observing satellite system that will collect data on both long-term climate change and short-term weather conditions.

The position requires overall satellite systems engineering skills with emphasis applied in the areas of ground segment system engineering to collect space, climatic, atmospheric, terrestrial, solar geophysical, oceanographic and other environmental data from the space segment and transmit the data on a 24 hour continual operation basis as Raw Data Records (RDRs) via Interface Data Processing Segments (IDPSs) collocated with remote field terminals and centralized processing centers currently identified as: the Air Force Weather Agency (AFWA), Offutt AFB, Nebraska; Fleet Numerical Meteorology and Oceanography Center (FNMOC), Monterey, California; Naval Oceanographic Office (NAVOCEANO), Stennis Space Center, Mississippi; National Environmental Satellite, Data, and Information Service (NESDIS), Suitland, Maryland; and Air Force 55th Space Weather Squadron, Colorado Springs, Colorado.

Candidate must possess excellent written, verbal and presentation skills. A proven record in coordination and leadership initiatives in the satellite operations environment is required. An emphasis on first-hand experience in satellite operations configuration management practices and organizational knowledge is required.

Specific tasks include, but are not limited to:
  • Support and coordinate all IDPS related engineering actitivities.
  • Support ground segment coordination of resources involving the IDPS
  • Verification of nominal daily IDPS operation and performance.
  • Conduct operations regression or parallel testing and report results.
  • Coordinate and participate in ground software release regression and parallel testing to include monthly IT security patches.
  • Monitor ground system performance and respond to ground system anomalies during on and off duty hours.
  • Review and control proposed changes to the operational IDPS baseline using configuration management practices.
  • Develop, document and maintain operational procedures for the Satellite Operations Control Center (SOCC).
  • Analyze short term and long term trending to detect potential problems with the IDPS.
  • Propose new or execute improvements to processes and tools that will increase long term reliability, monitoring, and anomaly detection capability.
  • Assist in the integration, testing and implementation into operations of new or upgraded ground systems.
  • Develop and maintain processes that enable coordination among satellite operations personnel branches for fulfillment of the NOAA mission.
  • Provision of 24/7 on-call contingency support to real-time operations.
  • Preparation of regular reports and liaison with internal and external personnel.
  • Provide international mission coordination.
Additional activities include: development and improvement of IDPS processes to on-orbit operations, maintaining the consistency and quality of data flow from spacecraft to data processing elements, conducting regression and parallel testing of software changes, quality assurance of IDPS data products, training of operations crew, presentation of accurate data reporting to system owners for informed decision-making, and creation of operations procedure documentation.

Position will develop and execute a methodology for identifying, classifying and implementing a set of best practices that can increase the quality of the IDPS ground system engineering and mission operations support services provided to OSPO. Position will enable delivery of best value to OSPO to positively impact team performance and mission execution and include lessons learned to avoid or mitigate risk, as well as non-value-added processes.

Position will provide a historical overview of problems to assist in decision-making relative to operations effectiveness, process, or procedural changes over time. Candidate is expected to cross-train in Geostationary Operational Environmental Satellite -- R systems (GOES-R) data operations to perform similar work and augment EMOSS-V GOES-R Product Engineering staff as necessary.

Knowledge, Skills and Abilities

  • B.A. in Business, Engineering, Management Sciences, Computer Science, Information Systems, Social Science, Education, Human Resources Development, and Psychology or other related disciplines or other related discipline and 5-7 years of progressive experience (or equivalent combination of education and experience).
  • User experience with Window XP/NT, Linux and Unix operating systems
  • Shell scripting and aliasing
Highly Desired:
  • Preferably with experience in software development and validation. Internship, course work/projects in space dynamics, satellite remote sensing are a big plus and can be considered as experience but will be evaluated on the case by case basis.
  • Programming in languages such as C++, Visual basic, PERL, JAVA
  • Experience performing similar work supporting the NASA Earth Observation System (EOS)
  • Experience using multiple operating systems, including Unix, Windows, and RedHat.
  • Knowledge of industry programming languages, including PERL, Fortran, Python.
  • Advanced use of Excel, Visio, PowerPoint, Access.
  • Experience in application of incremental process improvement initiatives in a satellite operations environment.
  • Experience in configuration management practices, using the baseline control approach to operational changes.
  • Ability to create and conduct informative and high-quality presentations on complex operational subjects.
  • Experience with creating and maintaining satellite operations documentation.
  • Experience with performing mission-assurance and quality control practices.
  • Ability to coordinate with international organizations and personnel.
Work Environment and Physical Demands

Work in typical office building during a standard 40-hour week. Twenty four hour on-call for satellite and ground system emergencies. Occasional deadlines or operational conditions require non-standard hours and longer hours.
