As a Project Manager you will be responsible for the overall project management responsibility for the projects assigned, including business management of the building projects from the preliminary planning stage through the design, construction, commissioning, and building occupancy stages.

As a Project Manager, you will be involved in the delivery of facilities for GSA customers, typically requiring significant design, construction, renovation and contracting efforts to provide customized space on complex, extensive or sensitive capital or major design and construction projects.
Examples of duties include:
Exercises full responsibility for the administration and management of the entire project including the direction and control of project planning, programming, budgeting, site selection and acquisition, appraisal, design and construction, contract evaluation, technical contract administration, etc.
Determines appropriate products or services with clients or customers to define project scope, requirements and deliverables for major construction or renovation projects typically requiring substantive resources in terms of project dollar value, staff or contractor personnel required to complete the projects and other resources.
Develops comprehensive project plan in accordance with established playbooks and in support of project requirements and objectives, and develops cost and personnel budgets for assigned projects.
Coordinates development of project schedules and plans with directors of other affected PBS divisions and other services, and obtains their commitments on final schedules and plans.
Negotiates and coordinates project plans, budget, objectives, and schedules with management of affected customer agencies to establish and/or manage customer expectations.
Serves as advisor to program officials in project/procurement planning meetings.
In conjunction with the Contracting Officer, serves as lead negotiator for assigned projects.
Ensures technical contract administration functions are performed for assigned projects.
Determines project risk and assesses project activities and resources to mitigate risk on behalf of the government.

The GS-13 salary range starts at $91,631 per year.
In order to qualify you must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal service as described below.
Specialized experience is utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects in a real estate environment. This experience must include:
Managing complex projects (balancing scope/quality, schedule, budget and risk) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout;
Interpreting multi-level customer needs and developing them into actionable requirements;
Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies;
Managing multiple stakeholders by developing relationship strategies;
Applying procurement knowledge and experience to manage contracts supporting assigned projects; and
Negotiating sound real estate business transactions.

Expertise in developing and executing relationship management strategies for customers and stakeholders.
Ability to communicate both orally and in writing.
Knowledge of procurement principles and procedures and of different types of contract vehicles for various goods and services.
Familiarity with contract monitoring and contract termination functions as well as ability to work with contracting authority for integration of best contracting method. Skills in techniques to negotiate contract costs, prices and terms.
General knowledge of real estate processes and programs to include site acquisition, lease procurement, construction management, real estate markets and financial management.
