WORKING ON THE CHICAGO DEPARTMENT OF PUBLIC HEALTH COVID-19 RESPONSE TEAM

The Chicago Department of Public Health (CDPH) envisions a city of thriving communities where all residents are able to live healthy lives. The disproportionate impact of the COVID-19 pandemic on Chicago neighborhoods has highlighted the need for the CDPH to address it using a health-equity based approach. As a part of the CDPH COVID Response Bureau, you will engage health agencies, communities, and partners in policies and health services that prioritize residents and communities with the greatest need.

ROLE SUMMARY

As an important member of the CDPH COVID-19 Response Bureau, the Senior Personnel Assistant role facilitates the administrative activities required to support the Bureau workforce employment and payroll processes.

Qualifications

ESSENTIAL DUTIES & RESPONSIBILITIES

Human Resources Assistant. Main responsibilities are performing all aspects of processing bi-monthly payroll and processing forms for leaves of absence (FMLA, Military, VESSA, Personal Business) and time off. Responds to employees’ questions about pay. Also answers inquiries regarding employment opportunities and assists candidates in the application process. Processes overtime for employees detailed to the COVID Response Bureau and prepares overtime reports.

Reviews and verifies pay registers, picks up check stubs, sorts various payroll documents.
Computes retro checks, checks related to labor determinations (labor/personnel board / union agreements or court/arbitration decisions), vacation payouts, uniform/mileage reimbursements.
Performs all aspects of the CATA/KRONOS Timekeeping functions and training, ensuring that field and back-up editors use correct pay codes and entering restricted pay codes (e.g., FMLA)
Generates time records and statements of earnings as needed.
Communicates training and benefits information to employees.
Assists with the hiring process, including preparing and processing requests to hire, processing bid/referral lists, processing union notifications, preparing candidate notifications, facilitating indebtedness/background checks, completing personnel actions.
Communicates training and benefits information to employees.
Receives and verifies documents and information related to personnel actions (e.g., resignations, retirements, suspensions, retirements, reinstatements)Coordinates with Benefits Office to ensure benefits are properly applied and charged and that employees have continuation of coverage.
Create, update and file personnel files.
Provides employment verifications.
Conducts exit interviews.

Workforce Reporting. Compiles workforce data for EEOC, labor relations, OSHA, turnover, and other reporting as needed. Gathers cost data for preparation of the Bureau yearly personnel budget.

POSITION REQUIREMENTS

Education and Experience

Two years of work experience in human resources/personnel work AND/OR an Associate's Degree or higher from an accredited college or university in Human Resources, Business Administration or a directly related field

OTHER KNOWLEDGE, SKILLS, ATTRIBUTES, AND ABILITIES

Knowledge of HR/personnel rules and regulations
Familiarity with the City's benefit programs is preferred but not required
Strong verbal and written communication skills
Excellent customer service skills
Strong computer and clerical skills
Ability to maintain confidentiality

Days: Monday - Friday

Hours: 8:30am to 4:30pm

This position is funded by a federal grant. These funds may be extended, but CDPH cannot guarantee this position will be funded past December 2022.
