Leads and directs supervisory-level staff in overseeing the billing and collection activities for City water, sewer, water-sewer tax, and refuse charges and associated fees, and the recording and financial reporting of collected and outstanding revenue
Manages water, sewer, water-sewer tax, and refuse billing and collections for specialty accounts, including but not limited to: suburban, charitable, governmental, and fleet accounts
Manages billing relationships for wholesale water customers, including serving as a liaison with Department of Water Management (DWM) and the office of the Chief Financial Officer (CFO) to develop policies and address concerns related to suburban water rate-setting, collections, wholesale water service provision, and the creation and administration of the wholesale advisory council
Directs the compilation of statistical data and the preparation of reports on collection efforts
Develops new or existing program operations designed to improve or expand departmental services
Interprets billing and collection policies, procedures, and related ordinances, statutes, rules, and regulations to staff and the general public
Oversees the gathering of information and documents to respond to various requests for information including: Freedom of Information Act requests, subpoenas, and inquiries from various sources, including the media and other departments
Coordinates and directs work efforts towards researching new technologies, reviewing performance against goals and objectives, and evaluating programs for deficiencies and accomplishments
Serves as liaison to private vendors responsible for providing various services to the City including, but not limited to, customer service, printing and mailing of bills and notices, and billing and collection system maintenance
Directs staff in resolving billing and collection discrepancies
Develops job standards and conducts performance evaluations for staff
Coordinates training for billing and collections staff

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE
Graduation from an accredited college or university with a Bachelor’s degree in Accounting, or a directly related field with 15 credit hours in Accounting, plus five years of accounts receivable administration experience of which three years are in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training and experience
Disclaimer - "Accredited" means any nationally or regionally accredited college, university, or law school where the applicant is enrolled in or has completed an Associates, Bachelors, Masters, or Juris Doctorate degree program.
Preference will be given to candidates possessing the following:
Bachelor’s Degree or higher in Accounting, Business Administration, Finance, or Management Information Systems (MIS)
Certified Public Accountant (CPA) certification
Previous real estate transaction experience
Previous Customer Information Systems experience
Previous experience responding to Freedom of Information Act (FOIA) requests, subpoenas and inquiries from the media
Proficiency with Microsoft Word and Microsoft Excel

This position requires applicants to successfully complete an interview which will include a written exercise and/or skills assessment as part of the interview. Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.

RESIDENCY REQUIREMENT: All employees of the City of Chicago must be actual residents of the City of Chicago as outlined in 2-152-050 of the City of Chicago Municipal Code. Proof of residency will be required.
