Current / Initial Project Scope of effort:
For our DHS client, we will be conducting data cleanup, conversion and migration support services for an Oracle Federal Financials upgrade. Additionally, we will be involved with data extraction, access and customer support services another shared services component of DHS. These support services are required for the successful migration of financial, procurement and asset management data, including master data, from a highly customized Oracle 11.5.10 environment known as the Core Accounting System (CAS) Suite of applications; projects and accounts receivable transactional data and master record data from the Management and Operations Support Information System (MOSIS); financial, procurement and asset management transactional and master record data from the Aviation Logistics Management Information System (ALMIS) and from the Naval and Electronics Supply Support System (NESSS). This migration of the client data shall be to the new DHS financial, procurement and asset management solution (DHS Solution) Oracle Federal Financials (OFF).

Job Description :
This role will provide strong overall implementation support services to assist the Government in overseeing the full-lifecycle implementation activities and provide hands-on technical and functional consulting services, advice, and support to the project team. Assist in the transition management activities associated with supporting a transition from the legacy to the new financial system hosted by IBC. Provide support to the Government in developing, maintaining, and monitoring the TSA internal project schedules that are aligned with IBC's master project schedule.

The Configuration Manager shall manage, review and update the existing Data Migration (DM) Configuration Management (CM) Plan.

The CM Plan should:
Provide the methodology and the framework for the processes and procedures associated with performing CM activities in support of migrating the data to the solution.
Establish the key roles, responsibilities and processes for implementing standard change management practices used by the Data Migration Team (DMT).
Identify configurations of the data migration software, conversion templates, business rules and data supporting the migration to the solution.
Support the PM in managing this effort at critical points throughout the project life cycle for the purposes of controlling changes and maintaining the integrity and traceability of the products.
Establish uniform procedures to control changes with the objective of coordinating, controlling, approving, and auditing changes
Ensure functional and system requirements for data migration are met
Ensure all changes are tracked, controlled, approved, monitored, and managed throughout the SDLC
Ensure administrative CM procedures are identified and fulfilled;
Ensure that changes are tracked properly and can support an audit of the procedures followed to migrate USCG financial and mixed financial data migration to the DHS Solution; and
Ensure the successful migration of data through the various environments under configuration control, which includes, but is not limited to, Development, Test, Stage, and Production.

Required Skills:
Bachelor's degree (or 8 years of relevant experience) in Computer Science, Information Systems, or equivalent technical field of study.
8 yrs exp as Config Mgr Specialist establishing project configuration and data management systems as well as performing software builds and managing software lifecycle data
Minimum 3 years of hands-on experience in the migration and transition of a federal organization's accounting and financial data to a new financial management solution
8 years' experience managing the configuration change management process including problem reports, requirements traceability management, engineering change documentation, configuration status accounting and product/software release and control.
Knowledgeable in configuration requirements and life cycle management.
Competent with Microsoft Office (Windows 10 and Microsoft Office 2016 Applications) including Access, Excel, Visio and PowerPoint.
Exposure to system and software testing and processes.
Excellent organizational and communication tools.

Desired Skills:
Experience in understanding IT development/implementation processes and adapt to new strategies
Preferable experience using OFF Release 12

Clearance Requirements:
Active DHS Suitability preferred
US Citizenship and background investigation required to attain favorable entry on duty (EOD)
