Workweek: 40 hours/week, M-F (9:00 A.M – 5:00 P.M)

The City of Jersey City Human Resources Department is looking for a Human Resources Generalist/Coordinator. The Human Resource Generalist is responsible for performing HR-related duties and working closely with other HR personnel and City Departments to support the Human Resources Department’s mission of creating a more productive, accountable, and engaged workforce for the City of Jersey City. This position carries out responsibilities in the following functional areas: Employee Relations, Human Resources Information Systems (HRIS), EEO, Recruitment, HR Services, and more.

Job Duties:

  • Applies employment laws, policies, and procedures of personnel and public administration to specific cases.
  • Understands and interprets labor contracts and applicable New Jersey Civil Service laws and regulations.
  • Serves as a resource for policy and HR information to Departments across the City.
  • Records and tracks employee relations records and files (manually and electronically).
  • Meets with Union personnel, management or other interested parties to discuss employee relations matters, such as grievances.
  • Investigates and evaluates union, employee, and management complaints or grievances and takes appropriate action as needed.
  • Oversees intakes of complaints of discrimination, harassment, and retaliation.
  • Participates in the City’s recruitment and onboarding efforts.
  • Assists with the applicant services process for the City, to include: creating and posting job announcements; downloading and screening applications, and ensuring Civil Service classification compliance.
  • Participates in the development of department goals, objectives, and systems.
  • Takes an active role in various Human Resources projects pertaining, but not limited, to modernization, training, and employee engagement.

Required Educational Background: Bachelor’s degree in Human Resources Management, Psychology, Business Administration or a closely related field.

Required Experience: Two (2) to three (3) years of Human Resources experience related to the job duties detailed above. May include past and current internship experience.

Essential Skills:

  • Strong analytical, interpersonal, problem-solving, oral and written communications skills;
  • Excellent organizational and time/task management skills with the ability to prioritize tasks and work within a defined timeline and to operate with changing priorities;
  • Ability to exercise independent judgment and discretion regarding confidential matters;
  • Knowledge of Fair Labor Standards Act (FLSA), Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Health Insurance Portability and Accountability Act (HIPAA), and other related HR Disciplines, laws, regulations, policies, and ordinances;
  • Proficient in computer applications such as Microsoft Office including Outlook, Word, and Excel;
  • Proven ability to establish and maintain effective working relationships with other City of Jersey City employees, public officials and the general public;

Preferred Education/Skills/Qualifications: PHR (Professional in Human Resources) and/or SHRM Certified Professional (SHRM-CP) and/or SHRM Senior Certified Professional (SHRM-SCP) and/or International Public Management Association for Human Resources Certified Professional (IPMA-CP) highly preferred at time of hire or ability to obtain within 12 months of hire date.
