Reporting directly to the Chief Operating Officer, with a dotted line to the Montefiore Health System CIO, the Chief Information Officer provides functional management and operational supervision of information and telecommunication technology. The CIO serves as a senior level manager, overseeing and managing complex information technology functions and activities of the Hospital and offsite facilities. The CIO is on-site at SLHC with 1 day/week at Montefiore’s Yonkers campus.

In this role, the CIO is the change agent for the organization. As IT touches every aspect of the Healthcare Systems workflow, the CIO must understand the workflows and lead his/her team to integrate IT into the workflow and transform the workflow to take advantage of the benefits of IT and implement best practices. The CIO is responsible for identifying IT costs for all changes that the Providers plan for the next 5-7 years.

Responsibilities include:
Manage to the needs of the organization both locally and at the corporate level. Act as a key and core component of the senior leadership team for the organization.
Assume full management responsibility for IT functions and services.
Ensure appropriate implementation and support for medical, business and clinical systems.
Participates in enterprise IT strategic planning. Analyze current and proposed information technology plans. Direct, oversee, and manage the development, design, implementation, and maintenance of information systems to ensure the achievement of strategic technology requirements and needs.
Monitor and evaluate the efficiency and effectiveness of IT methods and procedures.
Work collaboratively with Montefiore IT on Epic and network initiatives and support.
Work closely with the CFO to identify the critical items and maintain a tight control over spending while meeting the organization’s needs. Oversee and participate in the development of SLCH’s IT budget, including capital expenses pertaining to technology projects. Develop forecasts for funds needed for staffing, equipment, materials, and supplies. Monitor and approve expenditures.
Develop and administer IT security strategy, and policies and procedures for network availability, security, and related issues. Ensure overall compliance with mandated standards including HIPAA.
Plan and supervise the development and delivery of training programs for management and technical staff.
Provide technical expertise and direction regarding health care medical, business, and clinical systems.
Perform all other related duties as assigned.

Requirements include:
Demonstrated experience in a senior IT management role with responsibility for overseeing staff, budgets, vendors, and processes.
Comprehensive knowledge of infrastructure, applications, and best practices for IT.
Leadership experience must include operations, services and activities of a comprehensive hospital information technology program.
Bachelor’s degree or equivalent experience.
