This is a Drug Testing Designated Position.

The incumbent is subject to random testing for drug use.

This is a Flexible position located at Youth Programs on Joint Base Langley-Eustis, VA (Langley Location). Flexible positions are “part-time” and can work 0-40 hours per week. This position may be subject to on-call, nights, days, holidays, and weekends work.

Position is required to transport children.

If no qualified applicants are available for the CY-02 Target Level position, the position may be filled at the lower grade level of CY-01 Intermediate Level or CY-01 Entry Level. These developmental positions are targeted for the CY-02 Target Level positions. Employee will be trained and non-competitively promoted upon meeting the qualifications of the higher level position.

IMPORTANT: In order to determine qualification level, you will be required to submit the following during the interview process:

  • HS Diploma or equivalent – Required for all
  • If you were formerly employed in a military Child Development Center or Youth Program, please be prepared to provide a copy of your AF Form 1098 Training Record showing modules completed. Other Service (Army, Navy, Marines, Coast Guard) equivalent training documentation form will be accepted. Training Certificates are not acceptable. You should also provide a copy of your last personnel action showing your grade level.
  • If you have taken “directly related courses” as defined below, please be prepared to provide your transcripts showing successfully completed progressive study at an accredited business or technical school, junior college, college or university where the institution normally requires a high school diploma or equivalent for admission. (NOTE: If selected, you will be required to submit an “Official” transcript.)
o Directly related courses include child development, youth recreation, elementary/early childhood education, child psychology, family services, social work, or home economics and art education, music education, theater, youth development and physical education if they included content and experience related to children or youth. Directly related courses and subjects in child development, early childhood education or elementary education usually include “child” or “early childhood education” in their title.

  • IMPORTANT: Documents from foreign schools must be officially translated and certified/notarized. Originals must be submitted to the Human Resource Office upon selection.
TARGET QUALIFICATION REQUIREMENTS: BASIC REQUIREMENT: Must be at least 18 years of age, hold a high school diploma (or equivalent) and must speak, read and write English. Must meet specific physical requirements, pass a physical examination and have required immunizations. Must be able to lift 40 lbs or more and stand for long periods of time. Must be able to obtain a Food Handler's Certificate, and satisfactorily complete installation, state and national criminal background checks. Must satisfactorily complete mandatory training as specified below. Must possess maturity and good judgment and like working with children/youth and their parents. Must possess a valid state driver's license. Must provide a copy of driving record. Must obtain state Commercial Drivers’ License (CDL) permit within 60 days of appointment and complete CDL process within 6 months of appointment. Must maintain CDL as a condition of employment. Possess knowledge of defensive driving techniques, including skill to recognize developing hazardous road and traffic conditions and the judgment to select alternate routes to avoid potential problems. SPECIALIZED REQUIREMENT: Six months experience equivalent to the CY-02 level working in a group program for children or youth. Completion of the AF Modules; or, 30 semester hours above the high school level which included at least 15 semester hours in early childhood education, youth development, or related fields. “This is a drug testing designated position. INTERMEDIATEL LEVEL QUALIFICATION REQUIREMENTS: Must be at least 18 years of age, hold a high school diploma (or equivalent) and must speak, read and write English. Must meet specific physical requirements, pass a physical examination and have required immunizations. Must be able to lift 40 lbs or more and stand for long periods of time. Must be able to obtain a Food Handler's Certificate, and satisfactorily complete installation, state and national criminal background checks. Must satisfactorily complete mandatory training as specified below. Must possess maturity and good judgment and like working with children/youth and their parents. ENTRY LEVEL QUALIFICATION REQUIREMENT: Must be at least 18 years of age, hold a high school diploma (or equivalent) and must speak, read and write English. Must meet specific physical requirements, pass a physical examination and have required immunizations. Must be able to lift 40 lbs or more and stand for long periods of time. Must be able to obtain a Food Handler's Certificate, and satisfactorily complete installation, state and national criminal background checks. Little or no previous training or experience is required. Must satisfactory complete mandatory training as specified below. Must possess maturity and good judgement and like working with children. Employee must a driving license and have a good driving required if required to transport children.

DUTIES: Serves as a Child and Youth Program Assistant (CYPA) in one or more child and youth programs. Accountable for the whereabouts and safety of children and youth. Plans, coordinates and conducts activities for program participants based on observed needs of individual children and youth ranging in age from 6 weeks to 18 years. Implements activities and special events that meet the physical, social, emotional and cognitive needs of children and youth. Assist children and youth with special projects, homework and life skills. Establishes a program environment that sustains participant interest and promotes positive interactions with other children, youth and adults. Helps prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily skills. Prepares and implements program options for children and youth with special requirements. Develops and implements schedules and plans. Demonstrates, instructs, leads and facilitates planned and spontaneous program activities. Interacts with children and youth using approved child guidance and youth development techniques. Interacts professionally with staff members, parents, supervisors and volunteers. Participates in conferences with parents and staff. Briefs other employees and parents. Supervises children and youth during daily schedule of indoor and outdoor activities, on field trips, outings and special events. Promotes and models safety, fitness, health and nutrition practices. Cares for special needs children and youth as directed by the supervisor. Notifies supervisor of health, fire and safety compliance concerns. Helps arrange for/serve appropriate snacks/meals, where applicable. Observes program participants for signs that may indicate illness, abuse or neglect and reports as directed. Notes special instructions provided by parents. Ensures children and youth (as applicable) depart with an authorized person according to written parental instruction. Participates in program evaluation using designated instruments such as programmatic rating scales, risk assessment tools (as required), self-inspection materials and national accreditation tools. Assists in achieving and maintaining DoD certification and national accreditation or equivalent. Provides care/supervision, oversight and accountability for program participants in compliance with local policies, guidance, and standards. Ensures compliance with policies and regulations application to AF Child and Youth Programs. Inventories equipment on recurring basis and recommends replenishing damaged, missing, and depleted supplies. Secures supplies, equipment, and facilities. Collects, maintains and reports program participation data. Drives one or more types of passenger vehicles designed to transport more than 15 passengers (including the driver), sedans, vans, crew cab pickup trucks, jeeps, and station wagons on the basis of specific trip assignments, or regular schedules. Reads maps and judges road/traffic conditions to determine the shortest and safest route. Enforces passenger seatbelt use. Performs other related duties as assigned.

All Federal NAF Employees are required by PL 104-134 to have salary

payments made by electronic funds transfer/direct deposit.

Internal NAF applicants’ pay may be set according to applicable NAF pay setting rules. For current appropriated fund (APF) employees, portability pay setting rules apply (REF: AFMAN 34-310, NAF Personnel Program Management and Administration Procedures, para 13.6.2.2).
