Primary Function

Our Individual and Population Health Research Group is currently seeking a Health Research Project Manager. This position located in Baltimore, Maryland.


We are seeking an individual experienced in Project Management to support our team of highly motivated and successful PhD, MS and BS level scientists working within the field of substance use research.

The successful candidate will bring strong skills in:
Organization, operations and process management and will demonstrate proficiency in ensuring project timelines and deliverables are met according to contractual requirements,
Monitoring project budgets to ensure funds spent do not exceed funds appropriated,
Preparing project progress and technical reports,
Client interaction/management,
Resource management ensuring (facilities, people, and equipment) are available to the project team at all times to maximize the opportunity for success on a particular project.
The Project Manager needs to be comfortable working in a clinical facility environment. Additionally, the Project Manager will demonstrate resourcefulness in the application and/or development of operational processes and take a proactive stance to resolve problems associated with the development and implementation of important research programs.

The Project Manager will:
Have considerable latitude in working with clients to define technical objectives of projects,
Demonstrate interpersonal skills and be clearly perceived by clients as being knowledgeable and providing value,
Have gained recognition from both peers and clients for technical expertise,
Regularly train and direct the work of other staff,
Write proposals and project reports
Able to undertake responsibilities in client relations and project management with minimal guidance from management.
Major Responsibilities

Conduct and/or lead major technical projects or discrete aspects of technical projects with minimal guidance and within time and budget constraints.
Contribute in a substantive way to contract and/or grant proposal activities, including serving in the role of proposal manager and/or contributing to and/or leading pricing efforts.
Maintain both formal and informal communications and relationships with clients including responsibility for reports and presentations. May be the principal client contact.
Oversee performance of all contractor and subcontractor work performed under assigned client contracts.
Project manage Pre-Phase I and Phase I Clinical Trials, and other clinical research projects
Oversee the application of diagnostic and Statistical Manual of Mental Disorders (DSM) criteria and in the diagnosis of abuse vs. dependence as well as mental health issues.
Familiarity obtaining IRB and/or OMB approvals for deployment of study protocols.
Serve as technical advisor to staff and may perform technical work, as needed. Assign, schedule, monitors and review project work for timeliness, cost effectiveness and quality.
Prepare annual budgets and forecasts business volume for studies managed.
Contribute to marketing and project development planning activities.
Participate in professional organizations relevant to skill set and work assignments.
Train staff in various aspects of technical activities. Provide input to management for staff performance evaluations. Mentor more junior project staff.

Major Responsibilities

Position Requirements


Master’s Degree in a Public Health or related social science/health-related discipline
3- 5 or more years’ experience serving in a project management capacity across a variety of projects with varying subject matters.
5 or more years of experience working in a social science/public health-oriented environment.
Experience managing Clinical Trials, and other clinical research projects; with a background and experience working in a clinical research environment.
Excellent written and oral communication skills
Ability to multi-task and mobilize a project team toward successful completion of project deliverables.
Well-versed in monitoring and reporting out on financial status of all projects managed.
Use of discretion when working with principal investigators and their study participants; ability to maintain confidentiality in working with study participants who may be enrolled in substance abuse studies.
Proficiency with Microsoft Excel, Word, and PowerPoint.
