Responsible for procurement of equipment and materials for all active projects, and operations requirements across all business units of BLTI by consistently adding value to company bottom line with effective procurement on a timely, accurately, efficiently, and productive manner per Company policies, procedures and work instructions.
o Identifies approved suppliers or sources and qualifies new supplier and ensures timely preparation and communication of RFQ (Request for Quote) or corresponds with or interviews approved suppliers to obtain price, specifications and delivery information
o Participate in development of Procurement Strategies and adopt related strategies to your working environment
o Ensures that requisitions are converted to Purchase Orders (PO's), placed with suppliers and entered into the system in conformance with Standard Operating Procedures (SOP's), Department Work Instructions (DWI's), Ethical Code of Conduct and Quality System requirements
o Support business groups with supplier quotes at the project proposal phase
o Prepare and issue Request for Quote (RFQ) to selected bidders as per project procurement strategy and coordinate RFQ and organize commercial and technical bid clarifications with Engineering, Project Procurement Management & Project Management department.
o Evaluate and negotiate the quotations of bidders and prepare bid analyses (TCO evaluation sheet) and issue recommendation to Project Managers
o Identifies cost savings opportunities and assists in achieving yearly cost reduction targets set by Operations Management
o Conduct final price negotiation in close cooperation with the Project Manager, Prepare and issue purchase order to selected supplier and expedite receipt of order confirmation
o Administer and continuously maintain database to ensure that all required data is available, correct and up to date
o In the absence of a dedicated "Project Expediter", also performs all expediting activities to ensure on-time delivery and to report delivery status of all equipment, materials, and vendor documentation for assigned orders. Updates system as necessary
o Issue and negotiate claims due to non-conformities with suppliers
o Reviews reports such as items or services purchased, costs, delivery performance, and/or quality performance to evaluation of suppliers. Utilizes the Supplier Performance Management System to provide timely feedback to suppliers
o Assists with problem resolution involving discrepancies between purchase order, delivered quantity, quality and/or price
o Prepare close-out of the purchase order
o Participate in Project Meetings as required

o Other duties, as assigned, within ability and responsibility level of the job
This position requires sitting at a computer desk for multiple hours at a time.
Physical demands will involve bending, stooping, lifting, grasping, pushing, pulling and otherwise moving objects weighing as much as 40 lbs. This may occur several times in a day.
Office and occasionally warehouse environment. May be required to work overtime as needed.
o BS/BA in Business, Engineering, Construction Management or equivalent combination of education and experience
o Minimum of 5 years of experience in supply chain, procurement or relevant business with progressively increasing responsibilities required
o At least 2 years leading sourcing events or procurement activities for industrial plants or construction
o Ability to prepare commercial bid evaluations and provide purchase recommendations
o Ability to assemble, review, issue, and distribute Purchase Order packages, including acquisition of all required approvals
o In depth knowledge of manufacturing/fabrication for assigned commodities
o Ability to identify new supplier sources and recommend new sourcing strategies
o Progressive experience in supply chain management, supplier quality and business systems and implementation of sourcing strategies
o Engineering or project management experience is preferred.
o Understand P2P process and have the experience of using various procurement technologies and tools. Experience with ERP business system preferred.
o Knowledge of global procurement and logistics practices. Thorough knowledge of procurement law and commercial contract terms
o Ability to read and understand commercial implications of specifications, drawings, documents and other related information
o Ability to use experience and judgment to independently consolidate and analyze information from various sources to develop effective sourcing plans
o Possess a broad understanding of the process and automation control industry
o Comprehensive technical/mechanical understanding
o Experience with Bills of Materials and identifying material requirements
o Must be able to work extended hours, days weekends and holidays if necessary

o Proficient PC skills and knowledge of MS Office including Word, Excel and/or Access, PowerPoint with ability to download, manipulate and report data.
