The City of Danbury is currently seeking a Tax Assessor. This person in this position will perform a variety of professional, technical, supervisory and administrative work in performing assessment duties imposed by State and local law. Responsible for assessing valuation of real, personal and motor vehicle property for the preparation of the annual Grand List.

General Statement of Duties: This position is responsible for identifying and listing property in Danbury for the purpose of taxation and this also assists in the performance of administrative duties of the department. Employee is required to perform all similar or related duties.

Duties and Responsibilities:
Identifies, inspects, and measures real property, and updates field cards accordingly.

Verifies data and records, and creates a record of each property using automated programs; prepares reports as required.

Assist in day to day supervision of the office as necessary.

Attends training programs sponsored by professional organizations.

Responsible for the prorating of new construction, Real Estate Certificates of correction, reviewing field work and applying and approving new property assessments.

Provides assistance on an as needed basis to provide customer service, answer telephones, or perform clerical work.

Responsible for determining and recommending the annual evaluation of personal property as well as the maintenance of detailed records; conducts on-site inspections and discovery of new accounts as necessary.

Assists the Assessor in the establishment of the annual Grand List.

Acts as Assessor during his/her temporary periods of absence.

Reviews and determines the accuracy of the list of motor vehicle registrations assigned to the City of Danbury in order to determine the valuation of motor vehicles in accordance with State regulations as of October 1st each year; conducts necessary research in order to determine the location of motor vehicles and when necessary their pro-rated value.

Assists the assessor in the preparation of specifications and quality control for periodic revaluations. Also assists with the review of computer assisted mass appraisals in order to insure accuracy and conformance with state regulations and town standards.

Minimum Qualifications:
Education and Experience
Must have an Associate’s Degree in Finance, Business, Accounting or a related field and three to five (3-5) years of prior experience in property evaluation or related field any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job in the sole determination of the City. Must have 3+ years recent supervisory experience.

Special Requirements
Must have a valid Class II Motor Vehicle Operator’s License. State certification as a Municipal Assessor (CCMA) within 3-5 years of appointment preferred.

Knowledge, Abilities and Skill

Knowledge: Knowledge of State statutes relative to real and personal property assessments and valuation, real estate, and common policies, practices, and procedures of the department, recordkeeping and administration, and automated procedures.

Strong knowledge of computerized mass appraisal systems; thorough knowledge of data processing techniques and applications in valuation and assessment administration.

Abilities: Ability to interact effectively and appropriately with the public and other personnel, maintain accurate and detailed records, perform work under stressful situations, perform multiple tasks. Ability to access the internet to obtain information in support of department operations.

Ability to obtain and analyze data affecting property value, and to make impartial consistent estimates based on such data.

Skills: Attention to details, organization, property assessment, public relations; proficient written and oral communication skills; proficient business mathematical skills.

3. Application Review

The Civil Service Commission is responsible for reviewing the applications to determine if they are complete and meet the minimum requirements for the position. The Commission will review all the applications for the position during their monthly meeting following the closing date of the position.

If an application is accepted by the Civil Service Commission, then the applicant will be notified via email and will be informed of the next step in the process. If the Commission does not accept an application, the applicant will also be notified via email.

4. Testing
Once an application is accepted by the Civil Service Commission, the applicant will be notified via email of the next steps in the testing process. Each test phase named
below is listed in the order in which they occur. Each test phase must be passed with a “70%” in order to continue to the next level of the selection process.

It is the applicant’s responsibility to adhere to the City’s testing schedule. Unless otherwise stated, there will be no make-up examinations or alternative examination dates.

If an applicant fails the test phase listed below, the applicant will be immediately eliminated from consideration for this hiring process.

Reasonable Accommodations in the testing process:
All requests for reasonable accommodations in the testing process along with medical documentation establishing the need for the accommodation must be submitted to the City of Danbury Human Resources Department no later than the closing date of applications.

5. The Eligibility List

A passing average score of “70” or above on the test will place an applicant on the Assistant Assessor Eligibility List in rank order. The rank on this list is established according to the averaged score on the examination according to the percentages as indicated above plus any additional applicable veterans points awarded. The resulting list is then certified by the Civil Service Commission and will be used to fill vacancies as they occur, as per Civil Service Rules. If the list is not exhausted, it remains in effect for one year. However, the Commission can decide to extend an eligibility list for one additional year.

Participation in the testing and recruitment process and/or placement on an eligibility list does not guarantee a continuance in the remainder of the hiring process nor does it imply or constitute an offer of employment.

6. Additional Testing Requirements

Once the eligibility list is certified, depending on the number of vacancies, candidates with the highest ranking on the list will be interviewed by a panel of City Officials. As future positions become available, applicants are interviewed from this list based on their ranking for as long as the list is active.

Those candidates selected through the panel interview will continue in the selection process by participating in an additional series of testing which may include but is not limited to background checks, drug screens, medical physical, etc. Once again, each test phase must be passed in order to continue to the next level of the testing process. If any one of the test phases is not passed, the candidate will be immediately eliminated from consideration for this hiring process and subsequently removed from the eligibility list.
