Department of Defense Top Secret security clearance is preferred at time of hire. Responsibilities for this Position
General Dynamics Mission Systems/Maritime and Strategic Systems has an immediate opening for a Senior Program Manager. The position provides an opportunity to enhance the performance and profitability of an essential and growing organization (Nuclear Weapons Security) that is critical to the security of the United States. General Dynamics Mission Systems program managers and employees work closely with our government customers to develop solutions that carry out high-consequence/high-assurance national security missions.
The successful candidate will lead planning and execution of the core Nuclear Weapons Security (NWS) program, including maintenance, design, development, and installation. As the Senior Program Manager, the candidate will be the primary customer interface with government section heads for sustainment and acquisition, and will help to oversee the interface between government Design and Development Team (DDT) leads and GDMS Program Managers. The Senior PM will enhance his/her skill set by working collaboratively with a talented and technically accomplished group of colleagues across matrix functions such as engineering, quality, contracts, and finance. Lead an integrated team responsible for program execution including planning, organizing, directing and tracking all aspects of the program - technology, quality, schedule, cost, contract requirements and customer satisfaction
Provide mentoring and oversight to a talented group of highly motivated Program Managers, and develop personnel to ensure efficient operations
Develop and execute strategies and proposals which lead to growth in program scope
Lead team in the identification and mitigation of risks. Balance program risks and opportunities with executable strategies to meet technical requirements and budgets
Maximize profit and cash flow from contract operations
Ensure contract compliance
Develop new business within the market/program
Direct the planning, proposal preparation, negotiation, budgeting, performance measurement, and profit generation of other program managers
Director, Nuclear Weapons Security. The business area segment director is responsible for the overall business strategy and pursuits, to include growth beyond core contracts and the Independent Research and Development projects necessary for successful contract execution. The segment director also interfaces with the Shipboard Formula 1 (SF1) and Fire Control program offices to ensure that technologies necessary for NWS refresh are delivered on time.
Nuclear Weapons Security Program Managers. Program managers within this business segment, who report to the Senior Program Manager, are directly responsible for profit and loss on their assigned contracts. The Senior PM is responsible for providing mentoring, organization, and oversight.
Government Acquisition Program Manager. Together with the business segment director, the Senior PM provides a direct point of contact to ensure the satisfaction of the government Program Manager.
Government Section Heads. The Senior PM is the primary interface to the Section Heads for program planning, contract management, financial and proposal actions, root cause and corrective action, and other routine management functions.
Senior Engineering Managers. The Senior Engineering Managers (SEMs) ensure that programs have the personnel, tools, and processes necessary to execute successfully. The Senior PM will interface with SEMs as necessary to establish and monitor metrics, plan workload, and establish teams.
Chief Engineer, Nuclear Weapons Security. The NWS Chief Engineer, together with his/her Deputy Chief Engineers for Design and Operations, provides strategic direction for the technologies and processes necessary to execute new design projects and/or sustainment approaches.
Preferred Degree Types and Experience
Candidates must demonstrate strong leadership behaviors, a sophisticated understanding of budget management and Earned Value, and the ability to successfully manage, grow and evolve GDMS programs.
Demonstrated ability to lead, develop, and manage high performing teams of professionals to achieve business objectives.
Demonstrated experience in a matrixed organization, motivating non-direct reports to meet program objective
Demonstrated experience communicating technical, schedule, and financial information to customers
10+ years of demonstrated experience in successful program execution
Proficient at all responsibilities associated with the position, possessing a broad understanding of business processes, measures and levers.
Outstanding written and verbal communication skills.
