In 2019, Ulta Beauty announced its decision to expand internationally and establish Ulta Beauty as a successful global brand. Ulta Beauty’s first step in becoming a global beauty retailer will be to prepare to launch operations in Canada.
Ulta Beauty is looking for a Regulatory Affairs Manager to provide guidance and expertise in quality and regulatory affairs concerning the cosmetic, skincare, OTC drugs and personal care industry. This newly created role will work closely with the merchandising, product development and other functional teams to provide general product compliance support in support of Ulta Beauty’s strategic initiatives. This support will include ingredient review, formulation, documentation, cosmetic claims, labeling, testing and inspection. The successful candidate will have deep functional expertise and the ability to collaborate with business partners across the enterprise to address regulatory requirements impacting products and services domestically and internationally. The role will report to the Vice President & Assistant General Counsel and will have primary responsibility initially for Ulta Beauty’s international expansion into Canada, while also being responsible for regulatory affairs and product compliance enterprise wide.
CORE JOB RESPONSIBILITIES:
Delivers high quality, cost effective regulatory and product compliance support to key stakeholders across the enterprise in support of the Company’s strategic imperatives and in accordance with Ulta Beauty’s mission, vision and values.
Initial and primary focus on managing product compliance, labeling and quality control for Ulta Beauty’s expansion into Canada.
Serves as the regulatory cross-functional partner with product development, marketing, supply chain and other key stakeholders throughout the organization to facilitate compliance with all aspects of applicable product regulations in support of strategic initiatives starting with Canada while also supporting additional domestic and international initiatives.
Together with the product development and merchandising teams as well as third party experts as appropriate, utilizing the Company’s product review system, reviews product ingredient and formulations to ensure compliance in the U.S., Canada and other countries of product distribution.
Stays current with new and proposed regulations at all domestic and international levels and ensures their potential effects on the business are considered in the enterprise’s operations.
Trains cross-functional teams to enhance their knowledge of the regulatory landscape and maximize their performance in alignment with current enterprise and global regulatory requirements.
Implements process improvements In connection with product compliance.
Proactively seeks opportunities and implements processes for registration of products with applicable governmental authorities such as FDA, FTC, Health Canada and the EU.
Supports cross-functional stakeholders in qualifying vendors for potential business, participates in business audits, and oversees implementation of actions to improve product quality and ensure compliance.
Participates in customer facing meetings and calls to represent the enterprise’s position on regulatory matters.
Attends seminars and industry conferences to further improve expertise.
Ensures budget spending is consistent with enterprise goals and strategies.
REQUIREMENTS FOR CONSIDERATION:
Deep technical expertise in the cosmetic and personal care industry required
Experience with Canadian cosmetic regulations including ingredient, quality, and claims
Meaningful knowledge of cosmetic product formulations and lifecycle.
Prior regulatory affairs experience in Canada and U.S.; additional international expertise a plus.
Knowledge of FDA and OTC regulations.
Prior work in the international regulatory environment, in particular, Health Canada or EU cosmetic regulations, is a plus.
Familiarity with InMotion System, a plus.
At least 4-5 years of experience in regulatory affairs, working in-house, in a consultant position or with a government agency
At least 2-3 years of experience in cosmetic and/or personal care regulations – full product cycle exposure
B.A./B.S. degree, B.A. degree in chemistry a plus
J.D. not necessary but a plus
