DEA is hiring for a Project Management Oversight Consultant (PMOC) to support projects in the San Francisco Bay Area. We are working for Region 9 (California, Arizona, Hawaii) of the Federal Transit Administration (FTA) and have been assigned oversight of capital projects being implemented by the San Francisco Municipal Transportation Agency (SFMTA). The projects include the $1.6 billion Central Subway project (in construction and scheduled to be complete in late 2019) and the $220 million Van Ness Bus Rapid Transit (BRT) Project (under construction and scheduled for completion in mid- to late-2021). An additional BRT project is progressing toward implementation and will likely be added to the oversight assignment in early 2019. DEA provides PMOC services for FTA to assure that the projects are implemented in accordance with their respective grant agreements and relevant federal policies, procedures and regulations.

As the PMOC leader for projects being implemented by SFMTA, the Task Order Manager's responsibilities include:

Plan and execute oversight activities include routine oversight and undertaking focused reviews of projects as required by project circumstances and FTA requirements.
Serve as the primary point of contact for the FTA. This assignment requires the PMOC to provide informed observations and a range of solutions to problems, regardless of their nature.
Lead meetings in San Francisco on a routine (generally monthly basis) with the SFMTA project staff for each project and other relevant staff members. Keep FTA informed of project issues identified in these meetings.
Lead the preparation of monthly Monitoring Reports for each project, documenting the status of scope, schedule, cost and quality delivery of the project. Monthly monitoring reports identify issues and potential solutions and recommendations for actions by the project sponsor to successfully deliver the projects.
Lead in preparations for quarterly progress review meetings involving senior FTA and SFMTA management. Prepare agendas and meeting minutes for these meetings.
Coordinate the oversight activities of other assigned DEA and subconsultant staff.
Lead or oversee the preparation of special reports for assigned oversight activities in accordance with FTA’s Oversite Procedures.
Manage the technical activity on the project and insure that the information provided to the FTA is technically correct.
Political expertise - Provide the background and political sensitivity to the resolution of technical issues. Work with the FTA on resolution and management of political issues.
Contract management - Responsible for managing the task order for the SFMTA work including invoicing, monitoring hours and deliverables, monitoring CLIN activity and expenditures, noting out of scope work and working with the FTA staff to resolve any contract or billing issues. Work with FTA to establish budgets and schedules for programmed activities.
Manage the activities of DEA subconsultants through the use of subcontracts and task orders.
Assure compliance with internal QA/QC processes that support delivery of high quality deliverables that meet and exceed client expectations.
Meetings - Must be adept in the professional coverage and participation in meetings both with the client and/or the grantee(s).
Seek opportunities to expand DEA services within the budget and scope of work defined in Task Orders.
Participate in securing additional oversight assignments as directed by DEA’s FTA Program Manager.

Basic Qualifications:
Bachelor's degree in civil/transportation engineering or related field.
PE License or ability to obtain within 6 months.
Minimum 15 years of management experience in Project Planning, Engineering and Construction of major capital projects including 5 years of Passenger rail/transit/bus project experience in the construction phase, project development and other phases, including preliminary engineering, final engineering, testing and operations start up.

Preferred Qualifications:
Prior experience with delivery of capital projects under FTA CIG program and/or FTA project management oversight of capital projects is desirable.
