Project Overview:
Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.

Role Overview

The Mechanical Field Engineer reports to the Lead Mechanical Field Engineer and the Project Field Engineer. This individual is responsible for providing technical assistance, direction, and support to field supervision for all mechanical on site. This includes, but is not limited to, the following:

Review applicable supplier manuals, standard procedures and applicable codes to establish storage requirements and mechanical requirements and frequencies for all permanent plant equipment that will be received and installed
Ensure database applications, including TEAMWorks and EQMS (Equipment Preservation Module) are populated with all data necessary to administer the P&M program
Provide preservation maintenance technical direction and task priority for the execution of P&M activities.
Conduct field inspections to verify execution of P&M activities and verify records completed by P&M personnel for completeness and accuracy.
Enter P&M completion data into the EQMS system. Produce reports and provide management with summary and analysis to identify trends and gaps in the P&M process.
Initiate Non-conformance reports to formally document equipment that is damage or not in accordance with project specifications. Work with Lead Mechanical Field Engineer, engineering and suppliers to resolve technical issues and provide technical direction to superintendents and craft to implement remedial action.
Develop and review preservation maintenance procedures to optimize the preservation effort to minimise costs and meet minimum preservation requirements to ensure maintenance of warranty for vendor-supplied materials and equipment while under the control of Bechtel
Execute field material takeoffs, providing input to tracking and reporting on weekly preservation activities to Project Management, and monitoring work performance compared to project budget and schedule
Prepare field material requisitions for equipment and consumables associated with preservation activities and monitor status of purchase orders and deliveries
Assist field procurement in receipt inspection and reporting of associated equipment and materials and preventive maintenance requirements
Act as point of contact for coordination and resolution of technical issues related to provision of subcontracted technical services that may be requuired for preservation of the permanent plant equipment
Complete and verifying quality documentation per inspection and test plans
Assist Lead Mechanical Field Engineer and Project Field Engineer with additional field engineering activities as assigned.
Work closely with other discipline field engineers and coordinate efforts and activities to meet the project requirements.

Basic Qualifications

University/B.S degree in a relevant Engineering discipline is desired but may be waived if equivalent industry experience can be demonstrated.
4 years minimum field engineering experience in a direct hire environment.
Understanding of applicable Bechtel work processes including Standard Work Process Procedures is preferred.
Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.
Familiarity with Bechtel Standard Applications (BSAPs) including InfoWorks, TEAMWorks, EQMS, BPS, PTR, and other automation tools which are used on Bechtel projects is an asset.
Computer literate in word processing, spreadsheet and database applications.
Working knowledge of applicable industry codes and standards is required.
Knowledge of maintenance and preservation practices and engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience
Experience managing technical services subcontracts is desirable
Excellent communication and problem solving ability
