The UW School of Medicine (SoM) Dean's Office has an excellent opportunity for a Director of HR Operations.
The Director of HR Operations supports the SoM Mission by ensuring the SoM, Dean’s Office, and the UW Medicine Central units have effective and efficient human resources systems in place for professional, classified staff and hourly employees. Provide appropriate support for all supervisors and manager in the business units for all HR matters, both for Dean’s Office employees and provide School-wide support. The Director of HR Operations is expected to grow and foster a strong workplace environment consistent with the values and mission of the organization.
Under the general direction of the SoM Director of Business and Operations Management, the Director of HR Operations provides human resources services and process support for all professional, classified and hourly employees in the School of Medicine Dean’s Office and the UW Medicine Central Budget units. The HR Manager is responsible to provide support for the 32 SoM Academic Departments including but not limited to support via annual HR communications on key responsibilities and policies, consultation and approval of proposed layoffs and re-organizations, development of new positions, and in the employee corrective action process. Additionally, the Director of HR Operations holds delegated authority for key SoM-wide decision making, including: review and approval of all final determinations, approval of all positions grade 11 and above, and managing compensation equity throughout the SoM via review and approval for all TPIs, ADSes, critical retentions and compensation requests over 120% of market mid-range. In addition, with the creation of the SoM Shared Service in July 2017 for HR, the position participates and provides oversight to the SoM shared HR services which includes the Dean's Office personnel and staff/faculty HR for 8 SoM departments.
The Director of HR Operations is the primary point of contact for human resources operations between the SoM Dean’s Office and UW Medicine central unit’s management staff, School of Medicine departments Directors and Administrators and / or SoM Departmental HR Managers and all central UW Human Resources offices, providing functional services and organization development guidance. The Director of HR Operations develops, recommends, communicates, and implements SoM human resources policies and is responsible for all HR operations to the Dean’s Office and is a key partner for all HR functions within the SoM. The Director of HR Operations serves in a variety of roles managing and supporting the School’s human resources needs and must demonstrate excellent administrative judgment, skill and discretion in managing sensitive materials and situations, and creativity with addressing individual human resources issues. The Director of HR Operations must be able to work collaboratively with the Central HR offices including the Office of Compensation, Campus HR Operations, Campus Employment, AAG’s office, UCIRO, Office of the Ombud, etc., and work closely and collaboratively with the UW Medicine HR team.
The position has a high impact on the SoM and the University in establishing a strong and positive HR environment for the SoM; ensuring that UW policy and procedures are implemented and followed appropriately; managing closely and maintaining SoM compensation equity within SoM and UW salary boundaries; ensuring that employee corrective action and performance management processes are appropriately managed with labor contracts and Campus HR involvement to meet UW standards; and ensuring that the termination processes for all staff employees are appropriately managed to minimize UW risk and exposure to litigation related to employment practices.

Under general guidance of the Director of Business and Operations Management:
Dean's Office HR Leadership
Oversee all Human Resources functions, including staffing plans, recruitments, staff onboarding and separation, performance management, and unit organization.
Provide informal and formal confidential support to employees and supervisors related to workplace concerns and resolving conflicts; investigate concerns, mediate, and engage in complaint resolution.
Provide oversight, guidance, and support to Dean’s Office supervisors on the recruitment and hiring process for all staff and temporary positions; including supporting the development of position descriptions and assisting units with organizational structure.
Assist with candidate selection and salary negotiation processes to align with SoM and Dean’s Office equity.
Manage and oversee new employee orientations, outgoing employee exit interviews, overall separation processes.
Manage annual performance evaluation process. Assure compliance with HR processes. Advise managers on best practices in conducting performance reviews, compliance issues regarding labor and employee relations, and create acceptable corrective action plans.
Provide guidance and counsel on position allocations, reclassifications, position reviews and promotions. Implement an exceptional knowledge of sound compensation practices, review requests for salary adjustments, temporary and permanent, and advise managers on appropriate courses of action.
Interpret policy (Federal, State, UW, SoM) and provide solid counsel regarding personnel policies and procedures, such as the Washington Administrative Code (WAC), Family Medical Leave Act (FMLA), union contract grievance process, employee performance concerns, corrective disciplinary action and layoff procedures.
Partner with UW Campus HR Leave team, HR Consultants, and Disability Services Office on complex leave and accommodation issues.
SoM HR Leadership
Actively participate in the development and assessment of all SoM HR policies, processes, and procedures; develop plans for improvement. As necessary, provide ongoing education and coaching to school leadership on personnel policies and procedures.
Provide school-wide HR-related consultation, communications, and performance management.
As needed, provide guidance regarding leave administration; advise management and staff on leave use and parameters. Ensure consistency of leave interpretation and application.
Represent SoM in School-wide and campus-wide projects and committees concerning HR matters.
Advise leadership, administrators, directors, managers, faculty and staff on institutional hiring practices and staffing needs.
Respond to inquiries and resolve problems in human resources areas such as leave administration, compensation, and employee relations.
Coordinate and monitor the annual staff performance evaluations process. Partner with other SoM Dean’s Office units to manage the annual merit process.
Partner with UW Campus HR Leave Specialists, HR Consultants, and the Disability Services Office on complex leave and accommodation issues.
Manage, lead and actively participate in School-wide workgroups and committees, including the SoM HR Manager workgroup.
Actively participate on multiple Labor Relations contract negotiations (SEIU, WFSE, 1195).
Dean's Office Personnel Management
Supervise the SoM Dean’s Office HR team, including assisting with work-load management, prioritization to optimize capacity, provide coaching on problem-solving, review work, and ensure successful completion of all job responsibilities. Ensure human resources activity is addressed effectively, timely and in compliance with University policy. Provide cross-training to ensure back-up systems are in place
School-wide Delegated Appointing Authority
The Director for HR Operations has the appointing authority delegation for the entire SoM to approve personnel actions for classified and professional non-academic employees consistent with the delegated authority of the Dean of the School of Medicine. Delegations include, but are not limited to :
Decisions to place employee on administrative home assignment.
Layoffs, terminations, and separations.
Reductions in effort, demotions, and suspensions.
Trial service reversions, probationary period rejections and reassignments.
Review and approve the following HR actions for SoM:
All temporary pay increases for professional and classified staff (TPI, TSI, ADS, E/C).
All permanent compensation changes for professional staff; salaries above 120% of salary market mid-point; in-grade increases over 15%; payroll title or salary grade changes of 15% or more; actions where the new base salary will be over $100,000 annually; and any action with a retroactive start date.
All professional staff actions for salary grade 11 or higher; new or replacement recruitments with the payroll title of: Manager, Administrator, Director, or HR Manager.
Executive Head designation.
This position requires a refined sense of diplomacy and relationship-building, as well as organizational, problem-solving, communications, and project management skills. Using superior judgement, tact, and discretion are a necessity. This position requires accuracy, efficiency, flexibility, and the ability to serve multiple stakeholders, while working within UW regulations and policies. Additionally:
Bachelor's degree in Social Sciences, Business Administration, Healthcare Administration, or related field.
Six to eight years of HR administration and organizational development experience.
Strong experience with Staff Human Resources.
Demonstrated ability to effectively address complex and sensitive administrative and personnel issues.
Direct working knowledge of and experience in conceiving, developing, and maintaining HR data and HR record systems.
Proven leadership, communication, team-building and problem-solving capability.
Ability to interpret and communicate complex polices and procedures.
Proven track record in exercising discretion and independent judgment to aid in effective decision-making.
Self-motivated and resourceful with strong organizational skills and ability to multi-task and work collaboratively in a large, highly complex, multi-departmental, cross-functional, cross-cultural teams.
Work experience in a fast-paced environment with demonstrated ability to juggle multiple demands, establish priorities, and meet deadlines. Proven ability to manage complex workloads and competing demands.
Ability to operate in situations of uncertainty and to troubleshoot challenges independently, demonstrating appropriate judgement and seeing projects through to completion.

Experience with process improvement techniques and methods, such as LEAN, and demonstrated effectiveness managing in a culture of change and transition.
