Director of Community Development Services

This position oversees the functions and manages the staff of Development Services. This position also provides staff assistance to the Mayor and City Council, the City Manager's Office and other City departments; and has extensive communication and discretion in dealing with the general public and provides good customer service to all.

Supervises the operation of Development Services
Supervise, manage as well as conduct plan review, building and health inspections, land, building and code enforcement
Responsible for the administration of the Board of Adjustment, the Architectural Review Board and the Planning & Zoning Commission
Selects personnel for positions and resolves personnel matters at the division level
Prepares and manages the budget for the fiscal year
Provides assistance to other departments as required on matters of significance while exercising independent discretion and judgment.
Serves as advisor, administrator and liaison to the Board of Adjustments, the Architectural Review Board and the Planning and Zoning Commission
Formulates and prepares city council memos for issues related to the department
Reviews and evaluates work methods and procedures
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures in the division, and identifies opportunities for improvements
Works with a diverse population from the community serving as the connection between the city and the residents, which includes giving presentations to community and neighborhood groups
Performs other tasks and projects as directed by the City Manager

Bachelor's degree in public administration or related field preferred
Strong managerial skills with progressively responsible experience with administrative and supervisory responsibility preferred
Experience as planning technician, code enforcer, building inspector or related work preferred
Experience in municipal government or in a public works office environment preferred
Substitution Ratio: Equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES:The following are preferred qualifications:
Knowledge of building permits, construction documents, professional practices, codes, ordinances, engineering reports, legal documents
Ability to perform electrical calculations, determine square footage, height and area, setback, sizing of pipe, and occupancy requirements and loads
Ability to perform abstract reason to analyze information gleaned from inspections and determine code violations, interpret codes, and apply to specific situations
Ability to interpret codes and regulations to achieve the goals of the City Council while addressing the concerns of applicants
Ability to compose written correspondence, reports, permit forms and legal documents
Ability to communicate effectively, both verbally and in writing, with the public and other professionals
Knowledge of legal limitations and authority of a municipal inspection agency
Be able to work cooperatively with a diverse population and wide variety of community organizations
Requires knowledge of principles, practices, and theories of zoning, building permitting, contractual regulations, economic development, building construction, urban design and planning, and the land development processes
Requires effective analytical skills, oral/written communication skills, MSWord/Excel/Access or similar software skills

Valid Driver's license
Obtain certification as the floodplain manager within two years

Ability to lift up to 40 lbs. on an occasional basis
Visual acuity, speech and hearing; hand/eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment
Subject to sitting, standing, bending and twisting to perform the essential functions
Working condition are inside/outside during all types of weather, in extreme temperatures and in confined spaces
May be exposed to asbestos, carbon monoxide, dust, fiberglass, paint, methane, gas; electrical hazards from high voltage and hot wires; high noise level around heavy equipment, compressors, mechanical rooms, saws and welding equipment, as well as other potentially hazardous conditions related to both new construction and remodeling projects
Must be able to pass a drug and/or alcohol screen
