The NYC Department of Design and Construction, Finance and Procurement, seeks a Deputy Agency Chief Contracting Officer (DACCO) for Professional Services and On-Call Management Unit. The selected candidate will manage the agency's processing of solicitations for construction and construction-related services contracts in compliance with the New York City Charter, Rules of the Procurement Policy Board, and Mayor's Directives from initiation of the solicitation to contract registration. The procurement portfolio includes Request for Proposals, Negotiated Acquisitions, Task Orders, Renewals, Design Build Contracts, emergency procurements, and other procurement processes for construction and construction-related contracts. Duties include: supervising staff, providing oversight, coordination, and processing of determinations of vendor responsibility; pre-award and award activities, contractor execution, registration, and hand over to program unit; coordinating procurement processes with internal and external stakeholders, including oversight agencies. The DACCO will coordinate proposal evaluation training for program staff to improve the efficiency and effectiveness of the Agency proposal evaluation process. The successful candidate will handle all aspects of the ACCO's responsibilities in the absence of the ACCO, including attending meetings, and representing the Office when necessary.

Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
The selected candidate should have strong analytical and computer skills, and strong client service ethics, as well as excellent organizational, communication, management, verbal, and written skills. Previous experience in procurement functions, entering and retrieving data from automated information systems, specifically VENDEX, The City’s Financial Management system (FMS), Infoadvantage, and City’s Automated Procurement Tracking System (APT) is required. Experience in specification writing preferred.
