This position supports Federal Emergency Management Agency (FEMA) for the Grants Modernization program (FEMA GMM). The FEMA GMM program represents a multi-year effort for IT Modernization and Transformation that will better enable citizens and first responders to apply for and be awarded Federal disaster and non-disaster grants.

The Karsun team is responsible for new application development, maintenance, enhancement, and operation. This position requires US citizenship, and all employees must be able to pass a Federal Suitability Check for a position of public trust. The Karsun software development team is responsible for the software design and implementation of replacement and modernization of existing legacy applications.

The Data Analyst will be experienced in translating business requirements into data architecture. The ideal candidate will have experience with modern software development techniques including Agile.


Work with internal clients to understand their business, data, and systems.
Elicit and produce data requirements based on research and client interaction.
Design, develop, and produce statistical and other analytic reports.
Communicate with all levels of stakeholders as appropriate, including executives, data modelers, application developers, business users, and customers.
Create and maintain metadata for targeted data stores across platforms.
Develop and document the functional and technical BI requirements including data lifecycles.
Support and implement best practices throughout the development process.
Profile data, work with customers to define data quality and develop data quality metrics for targeted data sets
Develop and document microservice requirements including API-level interfaces

Functional Responsiblities:
Create and update support documentation and review of work product / deliverables for quality, progress and escalate project risks and issues to Program Manager.
Work with the Technical Architects and project manager to articulate tasks, risks, dependencies and data mitigation plans.

Required Skills:
5+ years of total work experience
At least 2 years of strong SQL and/or data analytics experience
Strong background in Computer Science and software development.
Strong knowledge of SQL and other querying languages (Hive, Pig etc.)
Demonstrated experience with data models, database design development, data profiling, and analysis tools.
Experience with the Agile, specifically requirements definition and testing.
Strong skills in one of the following languages and/or technologies: J2EE, Python, R
Strong knowledge of relational databases (Postgres, MySQL, AWS Redshift etc.) and NoSQL databases (HBase, MongoDB, Apache Cassandra etc.)
Strong data analysis and problem-solving skills.
Ability to work through ambiguity and maintain task focus towards delivery with minimal supervision is key.
Ability to work under challenging deadlines and constraints to deliver

Desired Skills:
Good communication skills with ability to facilitate conversations with business stakeholders in business requirements definition and functional design sessions.
Self-starting, self-motivated and able to learn new tools and build expertise.
Exposure and understanding of AWS.
Exposure to Big Data tools is a distinct advantage.
Experience with AWS Redshift and HDP is highly desirable.
Extensive knowledge working experience with Agile methodologies.
Demonstrated experience specifying programatic interfaces such as APIs or service oriented architectures.
Demonstrated experience with data models, database design development, data profiling, and analysis tools.

A Bachelor's degree in Computer Science, Information Systems, Engineering, Business or other related scientific or technical discipline with 5 years IT experience
Requires a minimum of 3-5 years of experience as a business analyst translating user needs into solution requirements

The ability to successfully obtain and maintain a U.S. Suitability/Public Trust Background Clearance
