Job Summary
Responsible for directing a team within the Technology Services organization. The Manager, Technology Services - Portfolio Management will be responsible for managing and operating the Technology Services Portfolio Management team and tool. This individual is responsible for the implementation and ongoing facilitation of CA PPM (formerly known as Clarity), including roadmap and alignment functionality, budgeting, demand and resource management. The Manager will work with the Engineering & Technology teams, as well as other partnering organizations, to understand processes and implement solutions to provide holistic project visibility across Charter. Additionally, the Manager will assist with the definition of a project prioritization process, corresponding change management, and appropriate communication. This position will be responsible for overseeing the CA PPM build, QA, UAT and ensuring overall quality.

MAJOR DUTIES AND RESPONSIBILITIES
Actively and consistently supports all efforts to simplify and enhance the customer experience

Oversees assigned technical area including those related to Engineering and Information Technology

Executes on the overall department strategic plan and implements the plan for his/her area

Directs technical staff to ensure appropriate internal customer support and execution excellence

Develops scorecard and metrics to measure performance of assigned team

Under guidance from leadership, is accountable for the departmental budget and related capital expenditures

Assists with the creation and successful management of departmental budgets

Enhances consistent best practices to ensure optimized delivery aligned with company initiatives and expectations

Develops strong partnerships with project sponsor organizations and other cross-functional teams to optimize delivery

Works with other business partners to identify process improvement opportunities

Develops an effective team to drive a high performance culture and environment

Consults with peers while implementing departmental strategy, direction and changes

REQUIRED Qualifications
Skills/Abilities and Knowledge
Ability to read, write and speak the English language to communicate with employees, customers, suppliers, in person, on the phone, and by written communications in a clear, straight-forward, and professional manner
Ability to implement department strategies
Ability to successfully build and lead teams of engineering and information technology resources
Engineering and information technology knowledge of assigned area as well as the knowledge of a wide variety of tools and technologies used in assigned area
Understanding of the core business processes and existing system capabilities
Ability to communicate with senior levels of management and internal partners
Ability to make decisions and solve problems while working under pressure
Knowledge of consulting skills and the ability to leverage staffing firms
Knowledge of business process re-engineering
Knowledge of video, internet, phone residential and business product features and network capabilities
Ability to manage IT and engineering programs
Understanding and ability to successfully manage complex program and project budgets
Ability to make decisions and solve problems while working under pressure
Ability to lead and motivate others and provide constructive feedback
Ability in mitigating risk and implementing contingency plans
Ability to use personal computer and software applications

Education
Bachelor's degree or equivalent experience required
