We are seeking a highly motivated Corporate Recruiter with the ability to source, attract and retain fully cleared technical talent critical for Defense and Intelligence programs. Working out of our Baltimore Office (near UMBC), in this position, you will also assist in developing new strategies and programs to increase our visibility in the talent market and attract candidates. The success of our recruiting efforts directly impacts the growth and profitability of our company and you’ll be compensated through an incentive based compensation plan. Develop effective working relationships with Hiring Managers, Program Management and Business Development to understand company business needs, contracts and staffing requirements. Collaborate with all to establish and implement a proactive recruitment strategy for our programs and contracts to create a pipeline of candidates for current and future opportunities.
Market our company and our career opportunities via a high volume of daily outreach in order to source and identify qualified Department of Defense and Intelligence Community professionals, focusing on candidates holding security clearances to support our customer's missions.
Maintain a proactive bench of candidates for regularly filled positions with the Business Unit and for upcoming proposals and contracts with focus on candidates holding security clearances to support our customers missions.
Identify and use creative sourcing techniques for locating candidates who meet qualification and skill requirements for current and future position openings.
Assist with the development of recruitment campaigns, career fairs and other sourcing outlets to increase ROI on recruiting activity.
Manage the full recruiting life-cycle for staffing cleared (up to Full Scope Poly) positions; sourcing,relationship building, interviewing and vetting and referring candidates to Hiring Manager and Contract Rep.
Build our staffing pipeline for current and future talent needs.
Follow established recruiting process, input data and update records as necessary in the Applicant Tracking System (ATS) to ensure report and metrics accuracy.
Assist in developing annual outreach and coordinate recruiting requirements with outside sources such as job posting web sites and state and federal agencies.
Assist with developing the annual recruiting budget.
Maintain applicable records and data to generate reports as required.
Ensure compliance with federal regulations and company policies.
Create & maintain an effective network within the Defense and Intelligence Communities and maintain knowledge of best practices; recommend changes to business unit recruiting strategy as needed.
Maintains current knowledge of the practices; procedures; and processes of recruiting and outreach.
Assists with special projects and proposals as needed.

Bachelor’s Degree and at least 3 years of experience or equivalent combination of education and experience.
Experienced in building, cultivating and sustaining networks of qualified, passive candidates in the Intel community and creating mechanisms to effectively manage a candidate pool as well as demonstrated ability to recruit technical candidates with TS/SCI requirements and CI/FS polygraphs.
Success in applying advanced recruiting fundamentals to include sourcing, screening, interviewing, negotiating, and on-boarding.
Ability to understand technical skills required in the intelligence community.
Proven track record of working in a fast-paced, complex, and deadline-oriented environment.
Must be results oriented and have the ability to effectively manage multiple priorities.
Proficiency in MS Word, Excel and PowerPoint.
Experience with an Applicant Tracking System, JobVite is preferred.
Knowledge and understanding of OFCCP regulations and FLSA compliance preferred.

Must have excellent people skills and ability to communicate effectively both verbally and in writing.
Must be self-motivated and show a commitment to accomplishment of production metrics.
Must be able to work well in a team environment as well as independently.
