Responsibilities

Summary of Responsibilities
The Senior Systems Engineer will advise the Office of the Assistant Director of Intelligence for Systems and Resource Analyses (ADNI/SRA) customer in support of assessments of various types to study the requirements, capabilities, risks and affordability of existing and potential solutions to the intelligence challenges. In this position, the Sr. Systems Engineering Advisor will apply operations research and systems analysis and use or guide the use of software tools for problem solving, modeling and simulation, and optimizations. The Sr. Systems Engineering Advisor will provide general Systems Analysis and Engineering support for the assessments of capability needs and requirements associated with intelligence needs. These analyses may be conducted in association with functional intelligence managers and capability providers. The Sr. Systems Engineering Advisor shall assess alternatives for meeting these intelligence needs, determine the best mix of material and non-material solutions based on existing systems and future needs, considering affordability of proposed solutions and coordinate with other ODNI staff to review, create or modify appropriate documentation to record decisions.

Key Functions

Work directly with senior government customers (General/Flag Officer equivalent & below), analyzing & preparing team products and responding to dynamic tasking changes
Develop briefings and other analytic products (e.g. technical assessments of space and ground system efforts and alternatives; assessments and recommendations of courses of action for effective oversight of major system acquisition in regards to high level requirements and cost, to be briefed at the highest levels of the Intelligence Community (IC).
Provide full-time technical support to the (ADNI/SRA), and the Directors of Cost Analyses, Programs and Requirements, and Studies and Evaluations, informing systems, resource and cost analyses of major programs for the ADNI/SRA
Advise the customer on best application of complex data analytics to inform the above analyses
Facilitate research into advanced space and ground system cost methodology, and apply expertise in data analytics to enable advanced analysis
Use or guide the use of software tools for problem solving, modeling and simulation, and space, airborne and ground ISR operations
Serve as Aerospace engineering and technical liaison between the Aerospace Engineering Matrix and the senior management and staff of ODNI/SRA
Keep Aerospace management informed of significant initiatives and decision on the ADNI/SRA and their impact on the ODNI, IC, and intelligence capabilities and programs
Act as mentor and counselor to government, contractor support and Aerospace team
Brief and interact with senior government customers on a frequent and regular basis
Qualifications

Required Qualifications

Bachelor's degree in in Engineering or Operations Research/Systems Analysis, or an appropriate technical discipline from a recognized institution
A minimum of 12 years of progressively responsible professional experience
Demonstrated ability to operate effectively in a dynamic senior government staff setting
Extensive systems engineering experience in major space or ground system development projects within the Defense or Intelligence Communities (IC)
Ability to concisely, logically, and accurately present issues verbally, in briefings, and in written format
Current TS/SSBI
This position requires the ability to have and maintain a security clearance, which is issued by the U.S. government. U.S. citizenship is required to obtain a security clearance.

Preferred Qualifications

Advanced degree in Engineering or Operations Research/Systems Analysis, or an appropriate technical discipline from a recognized institution
Demonstrated knowledge of cost estimating of major systems within the Defense or Intelligence Communities
Demonstrated experience in architecting and assessing enterprise IT services
Demonstrated knowledge of the roles and responsibilities of the ODNI organization, DoD space-related organizations, NRO, and Intelligence Community analytic production organizations
Strong organizational and project management skills, with proven collaboration, and leadership skills
Broad familiarity with and demonstrated success in use of Aerospace Engineering Matrix capabilities
Familiarity with the IC Capability Requirements processes related to National Security Space and related Ground systems
