PROJECT STRATEGY MANAGER – CPD (Police Reform)
DEPARTMENT OF POLICE
Office of Constitutional Policing and Reform – Reform Management Group

Under direction, develops and manages implementation plans and strategies to achieve compliance with consent decree requirements and the strategic vision for the Chicago Police Department; and performs related duties as required
Oversees and ensures progress on implementation of various reforms, consent decree requirements, and strategy projects, including use of force, training, community policing, data/reporting, supervision, management, and accountability
Creates project implementation plans and develops related strategies, works with project owners to identify and resolve barriers to implementation
Manages relationships with project owners
Ensures accurate and up-to-date tracking of progress across various project plans
Compiles and analyzes information and data with partner analysts to support department leadership on issues of reform, consent decree compliance, and strategic decision-making
Identifies possible solutions and makes recommendations to senior leadership
Supports Monitor requests and works with monitoring team to ensure complete and effective implementation of reforms required under consent decree

Salary: $75,408.00 Annually
THIS POSITION IS EXEMPT FROM THE CAREER SERVICE
Graduation from an accredited college or university with a Bachelor’s degree in Business or Public Administration or a field of study directly related to the responsibilities of the position, plus two (2) years of project management or management consulting work experience, or an equivalent combination of education, training, and experience, provided the minimum degree requirement is met.

NOTE: A writing sample of no more than ten (10) pages will be required at the time of interview
Writing Sample – All Writing samples submitted in consideration for employment must comply with the following criteria:
The sample may either be a professional project report, academic project report, or an official communication related to a professional or academic project or a work-related report or communication
Each writing sample submitted must be no more than (10) pages
Each writing sample must be accompanied by a cover page explaining:
the sample’s original purpose (e.g., a writing class, a professional project, a memorandum for an employer, etc.);
when (MM/DD/YYYY) and for whom the sample was written;
the extent of editing by any third party; AND
if the writing sample is an excerpt from a larger document, identify that larger document and provide context, if necessary
If an applicant chooses to submit a writing sample containing confidential or privileged information, the applicant must identify the steps taken (redactions, name changes, or consent from the client or employer) to preserve the confidential or privileged nature of the document
This position requires applicants to complete an interview which will include a skills assessment and/or written exercise as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
Preference will be given to candidates possessing the following:
Previous experience executing high-priority projects from concept through implementation
Previous experience driving strategic and process change at complex organizations
Previous experience working with stakeholders at every level of an organization and across units/divisions to drive results
Demonstrable quantitative and qualitative analytical skills
Sophisticated communication skills, including experience presenting information and analysis to senior executives
Proficiency working with Microsoft Office software
