Summary of Position:
The Chief of Programs contributes to Child Care Aware ® of America’s mission by leading the ideation and implementation of a comprehensive agenda of client relations programs to support the re-envisioning of child care. This position will oversee the infrastructure and provide operational oversight to many government programs that will include liaising with the Office of Child Care, Office of Head Start and Department of Defense. The Chief of Programs will work with division leaders across the organization to maintain alignment of strategic priorities and programs that reflect best practice to ensure high quality services
Position Duties and Responsibilities:
Monitor external environment and leverage opportunities to enhance programs across public, non-profit, and the private sector. (i.e. Fee Assistance Program)
Provide direct supervision and consultation to all department directors to ensure key responsibilities and projects are completed and meet the needs, standards, and strategic priorities.
Set strategy, assess opportunities for expansion or shifts in program areas; will guide the implementation of operational plans for programs.
Serves as a liaison with the Department of Defense (DoD), Army, Navy, Marine Corps and Air Force Child Care and Youth Programs as well as other government entities.
Establish and maintain collaborative relationships and partnerships with Federal, State, and non-government agencies and organizations regarding ongoing business development for new business streams.
Ensure continuous process improvement systems and direct and monitor implementation of program policies and procedures for excellent service delivery.
Oversee the evaluation and maintenance of quality standards for all programs.
Ensure strategic coherence and oversight of CCAoA’s Training and Technical Assistance Centers to include staffing and funding strategies.
Establish and maintain frequent communication and collaborate with leaders across all divisions to leverage resources.
Stay abreast of, and devise strategies to, bring greater awareness to new and emerging trends related to child care.
Other duties as assigned to ensure the efficient operation of the organization.
Qualification and Experience:
Bachelor's Degree required, Master's Degree preferred.
Minimum 10-15 years of experience in client management and leading a complex program/organization related to early childhood a plus.
Intellectually curious and flexible with sound judgement and a solid understanding of child development and ECE systems – knowledge of Child Care bureau and State Child Care Administrators preferred.
Outstanding written and oral communications skills with substantial experience building relationships and collaborating effectively with professionals from diverse backgrounds and expertise is required.
Experience with the Federal contracting process and leading in a fast-paced, evolving environment preferred.
Skilled at intelligence gathering, context and incorporating knowledge into division work.
Demonstrated ability to successfully manage large staff/budget with demonstrated ability to build and manage high-performing teams.
Must be visionary with an entrepreneurial spirit who has a proven track record of launching programs from the ground-up and defining success metrics.
Exposure to modern product development life-cycle, project management a plus.
