This position is located in DHS/U.S. Coast Guard, Eighth Coast Guard District, Waterways Management Division Waterways Management Branch, Private Aid to Navigation Section, New Orleans, LA.
This position is located on the staff of the Aids to Navigation and Waterways Management Branch within the Prevention Department of the Eighth Coast Guard District. The selectee serves as a Marine Information Specialist and is to assist in administering the Coast Guard's Private Aids to Navigation (PATON) program, throughout the District.
Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
Routinely interprets Federal Regulations (primarily 33 CFR Parts 66 and 67) as they pertain to specific situations referred to the USCG by other government agencies, aid to navigation manufacturers, the general public and private applicants.
Using knowledge of the applicable Federal Regulations, U.S. Aids to Navigation System and approved aids to navigation equipment to determine appropriate marking requirements.
Maintaining a working knowledge of current approved and non-approved aids to navigation equipment and current regulations concerning Private Aids to Navigation.
Processing reported PATON discrepancies, including corrective actions, notification to the owners and preparation of the Local Notice to Mariners and applicable broadcasts.
Serving as working level liaison with PATON applicants, marine industry, aids to navigation industry, other federal and state agencies and the general public as applicable to resolve routine PATON application and process questions, to resolve PATON discrepancy actions and to communicate situational PATON resolutions.
Occasional travel - This position requires some occassional travel.

Basic Requirements: Each applicant must meet the following basic requirement:
Undergraduate and Graduate Education: Major study - navigation, mathematics, physics, astronomy, geography, meteorology, engineering, cartography, or other subjects related to aeronautical or marine navigation and operations.
Graduation from the United States Naval, Air Force, Coast Guard, or Merchant Marine academies, or from one of the State maritime academies meets the undergraduate education requirements.
Any time-equivalent combination of the above.
GS-9 Grade Level: In addition to meeting the basic requirements above, applicants must have one year of specialized experience equivalent to the GS-7 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work of the position. Examples of specialized experience include: researching facts related to marine information inquiries; compiling and interpreting data related to waterways design and aids to navigation; reviewing of permit applications for activities in the Navigable Waters.
OR at least one of the following if using education to qualify at this grade level:
(A) Have a master's or equivalent graduate degree; OR (B) 2 full years of progressively higher level graduate education, if related;
(C) A law degree such as an LL.B. or J.D, if related; OR (D) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Knowledge of the U.S. Aids to Navigation System and an understanding of general navigation practices including the practical use of electronic and paper navigation charts and river maps including the use of electronic plotting and the use of chart plotting tools and measurement tables.
Knowledge of aid positioning and private navigation aids as they effect boating safety and the needs of a geographic area.
Knowledge of Aids to Navigation equipment, hardware and power systems. Displays the ability to use a nomograph and tables to determine marine lantern candela ratings, candle power, luminous intensity and audible ranges.
Ability to solicit, acquire, collect, evaluate, compile and select appropriate technical navigational and related maritime operational data for appropriate changes or additions to data in official publications, charts or communications directed to mariners or the marine industry.
