Hiring Salary Range: $4,366-$6,000 per month plus benefits including fully paid family health insurance
Summary of Work
This position will direct, coordinate and plan the technology needs of the Public Service Commission, an agency comprised of engineers, scientists, financial analysts and other technical and highly skilled employees. This position will have varying degrees of responsibility related to planning and policy development, budget administration, supervision of staff, management of technology infrastructure and will manage the design, development, and implementation of technological solutions which improve the Commission’s effectiveness.
Duties and Tasks
Planning and Policy Development and Administration
Plan, direct and oversee the operations of the Commission's Technology Division.
Direct major policy matters within the Division and update the division's goals as conditions warrant.
Develop strategies and plan activities to meet the goals and objectives of the division.
Continually evaluate Commission's technology needs and opportunities, anticipate the need for change and develop strategies for improvement, and implement the necessary changes.
Budget Administration and Financial Requirements
Assist in preparing the Public Service Commission's biennial budget.
Prepare biennial agency technology budget for legislative approval.
Plan and approve agency technology purchases and track expenditures during the biennium.
Design, develop and implement technological solutions which improve the Commission’s effectiveness and efficiency.
Plan and direct the design, development, implementation, and maintenance of the agency’s technology and all components to support the agency’s business plan and mission.
Develop, implement, and maintain procedures and standards for organization, utilization, and security of the agency’s information and systems.
Ensure compliance with state policies and standards and coordination of activities with the Information Technology Department as required.
Assess business processes and facilitate business process reengineering; identify information systems needs and opportunities.
Database Administration & Application Maintenance
Administration of complex databases, supporting scientists and engineers and other STEM.
Coordinate with user and technology staff to ensure proper functioning, compatibility and integrity of proposed program changes.
Perform maintenance of completed projects.
Analysis and Design
Conduct appropriate analysis to identify technology solutions benefiting PSC, industry, federal oversight and citizens.
Define solutions that integrate and benefit a very diverse group of staff including administrative, business operations, information technology, scientists, engineers, legal, inspectors, remote workers, and elected officials within an agency with an extremely diverse set of regulatory responsibilities.
Design databases that will integrate GIS, scientific, business and agency-wide workflow processes.
Translate business requirements into functional and technical specifications used to implement cost effective solutions according to state and agency standards.
Develop comprehensive computer applications that adhere to the specifications in the analysis and design stages, and adhere to established agency standards, protocols and programming languages.
Systematic testing throughout the development phase (system and acceptance testing).
Implementation of normalized databases, ensuring database integrity, security and efficiency.
Convert and migrate from legacy systems to new systems.
Integrate technical, scientific and engineering processes with other commission business functions.
Prepare and maintain system documentation, user guides, and instruction manuals.
Technology Systems Administration
Develop, communicate, implement, and maintain strategic plans, goals and objectives of the work unit; evaluate information technology activities to ensure efficiency, effectiveness, and compliance with plans, standards, and goals.
Develop requests for proposal; participate in vendor selection; manage contracted services.
Order and install software and subsequent updates.
Track and maintain software to insure usage adheres to license specifications.
Order and install computer hardware.
Develop, implement, and maintain inventory tracking procedures for both computer hardware and software.
Install and maintain network, software, servers, and printers.
Plan, implement, and maintain network backup strategies and archives.
Requires a bachelor’s degree in computer science or related field and five years of work experience in duties involving the installation, modification, and maintenance of data processing software and equipment and including significant involvement in the planning, design, and development of major system configurations. Requires experience with design, implementation and maintenance of complex systems utilizing Enterprise grade storage centers, virtualization environments and mixed Linux and Windows server.
Work experience supporting a STEM business environment.
Work experience utilizing and maintaining Compellent Storage Centers.
Work experience utilizing and maintaining VMware.
Work experience utilizing and maintaining Tomcat.
Work experience utilizing and maintaining Windows Server and Linux (attention to Redhat or CentOS).
Work experience maintaining and developing in Java with Spring.
Work experience maintaining legacy systems in PowerBuilder.
Work experience utilizing and maintaining database management systems (attention to Sybase and PostgreSQL).
