Full Job Description
Under the direction of the Human Resources (HR) Policy Unit Manager, the HR Specialist V will perform advanced (senior-level) human resources policy development, and human resources special project related duties. The position will consult on complex policy related issues as required. This position collaborates with executive management, Office of Chief Counsel, and Civil Rights to ensure proposed policies are compliant with applicable state and federal laws.
The position will track and analyze the potential impact of proposed legislation and provide a written analysis with recommended action. The position will actively participate on various HHS agency workgroups, special projects and other agency initiatives. This position requires a working knowledge of state and federal laws that regulate human resources practices. The position works under minimal direction with considerable latitude in the use of initiative and independent judgment.
Essential Job Functions:
Develops and maintains human resources policies, procedures, support documents, and forms for the HHS System.
Researches complex polices and provides interpretation to senior management, HR colleagues, and other HHS employees.
Composes memos, correspondence, and executive reports as required.
Reviews and analyzes legislation for HHSC and HHS System impact and determines the method of implementation.
Coordinates the approval of policies through the Office of Chief Counsel, and Civil Rights, and executive management to ensure compliance with state and federal laws, rules, and regulations.
Performs complex analysis and research on HR issues, special projects, and other initiatives as assigned.
Knowledge Skills Abilities:
Knowledge of federal and State of Texas human resources-related policies, statutes, provisions, and practices.
Knowledge of the process through which the Texas State Legislature considers legislation is preferred.
Knowledge of informational/technical writing and editing.
Skill in effective verbal and written communication.
Skill in establishing and maintaining effective partnerships with coworkers and work-related contacts.
Skill in effective interaction with staff at all levels in the agency.
Ability to understand, interpret and apply human resources laws, rules, regulations, standards, and procedures.

Ability to prioritize tasks and work under deadlines.
Ability to complete written or electronic materials on short notice.
Ability to work with diverse parties to gather needed information and maintain good working relationships.
Registration or Licensure Requirements:
Professional in Human Resources certification preferred (PHR, SPHR, SHRM-CP, or SHRM-SCP)
Initial Selection Criteria:
Experience interpreting federal and/or state human resources laws and regulations.
Experience collaborating with internal and external customers.
Five years of experience working in human resources or related field.
Experience in developing written reports.
Experience interpreting and applying policies and procedures.
Experience analyzing the impact of legislation on a Texas State Agency is preferred.
Four-year college degree in human resources related field preferred.
