Division of Motor Vehicles (DMV)
The Division of Motor Vehicles (DMV) provides services used by nearly every citizen of the State. Colorado citizens utilize identification, driver, and vehicle services at State and County offices to obtain identification cards, driver licenses, vehicle registrations, titles, and other related services. Additionally, the DMV licenses and provides oversight of private businesses and government organizations that provide driver and emission testing services. Finally, the division works closely with other state agencies and programs to provide information and education to serve the public and encourage voluntary compliance.
Description of Job
Provides oversight and management of all Driver License state and county offices in order to ensure compliance to all procedures, rules, and laws. Ensures that adequate personnel, equipment, and procedures are available and that personnel are trained and prepared to issue documents and process transactions. This position is responsible for leading the day to day operations of a team of over 300+ employees.
Directly supervises four (4) Regional Managers, Driver License Systems Analyst, and Operations Administrative Assistant. Indirectly supervises 35 Drivers License Office Managers.
Collaborates with Regional Managers to develop processes and procedures, plan service delivery, plan for staffing needs and ongoing deployment of resources. Coordinates with the DMV Training personnel for development and delivery of employee training. Coordinates with the DRIVES production support team to ensure software development is complaint with policy, rule and law.
Develops performance plans, providing coaching and ongoing support and feedback. Conducts annual performance reviews and plans. Manages conflict and performance, implements corrective actions, and recommends disciplinary action when required. Approves time off, sets work schedules and office hours, and assigns regions.
Ensures uniformity of service in all Driver License Offices and the timely implementation of new projects, programs or changes to existing programs or processes as the result of legislation, changes in federal law, interagency agreements, etc. Position is responsible for Driver License Office quality assurance programs and evaluates comparative office efficiency data through set reporting methods. Updates procedures and directives for the field staff. Informs field staff of procedural clarifications, changes in operating procedures, new process, and solutions to ongoing problems.
Provides data analysis, creates presentations and communications to senior leadership, stakeholders, and advocate groups on operational topics to include requests and recommendations for operational resources (e.g. - budget needs, facility needs, personnel needs etc.).
Is an information resource; answers questions and responds to issues brought forward through the Legislative Liaison, Citizen's Advocate, or the public involving problems with document issuance. Researches and addresses escalated customer complaints that cannot be successfully resolved Driver License Office or Region office level.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Graduation from an accredited college or university with a bachelor's degree in a Business major or a closely related degree
Six (6) years of professional experience in managing operations for a program or organization.
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
The preferred candidate will possess previous experience in:
managing operations of multiple geographically separated offices
multi-unit retail management experience
minimum five (5) years of supervisory experience
managing and implementing major programs and projects
analyzing data and developing solutions to improve the efficiency and effectiveness of operations
strong collaborative background
and experience in a public service environment at the state, county, local level

Colorado Fingerprint-based Criminal History Record Check Requirement: At the time of onsite interview, applicants to this position are required to submit fingerprints and authorize the hiring authority to complete a fingerprint-based criminal history record check through the Colorado and Federal Bureau of Investigation; pursuant to Colorado State Law 42-1-244 C.R.S. (2015). The department may use this information to make employment decisions concerning such employees.

Years will be expressed in terms of full-time equivalent service with full-time workload equal to one (1) Full-Time Equivalent (FTE) year.
