Provide program operational support to Early Childhood and Youth Programs Manager, including coordination and overseeing of daily classes and camps throughout the county. Under the direction of the Recreation Manager, assist in the development, implementation, supervision, and evaluation of programs for youth in the community, using part-time staff and contractual service providers. Position may, when necessary on rare occasions, provide direct leadership functions in programs on an as-needed basis.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assisting the supervisor in coordination and supervision of programs, to include writing curriculum, reserving facilities, distribution of class paperwork to instructors and contractors, communicating class details to parents and participants, and when necessary due to contingent staff absences, provide direct leadership in preschool/youth programs.
Assisting in coordination of programs held at Judy Center, including direct leadership in absences of contingent staff
Assist with training for both preschool/youth staff and summer camp staff
Assist with staff payroll inquiries about hours paid
Provide staff and contractors with program and participant information, supplies and materials
Provide customer service in regard to suitable programming, prepare program evaluations, and organize comments/complaints.
Assist in development of new program evaluation questions specifically for preschool/youth programs
Coordinate with Howard County Board of Education and Howard County Recreation & Parks community center staff for use of facilities
Assist the Recreation Manager in completion of seasonal reports, seasonal evaluations, fiscal reports, seasonal marketing and supplemental materials
Prepare program budgets
Assist in development of programs, course descriptions and schedules for seasonal brochures and other department marketing
Assist in hiring and completion of paperwork for new contingent staff
Help promote and market all upcoming preschool/youth programs
Attend preschool/youth fairs to promote programs
Prepare news release for programs if necessary
Responsible for identifying and applying good sustainability practices into all aspects of Department operations.
This employee assists the supervisor with the monitoring of performance from contingent workers; is involved with recruiting, interviewing and training of staff. This employee will assist the supervisor with monitoring/assisting program contractors.
MINIMUM REQUIRED EDUCATION/EXPERIENCE:
Associate's Degree and 2 years related experience or equivalent combination of education and experience.
Associate's Degree in Recreation and Parks or a related field
Experience with youth programs and camps or recreation programming
Proficient in Microsoft Office Word, Excel, PowerPoint
CERTIFICATES, LICENSES, AND REGISTRATIONS:
Maryland Class C Driver's License, or equivalent issued by state of residency.
CPR and First Aid certified; or the ability to acquire certifications.
LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.
