The Senior Quality Assurance Specialist in the Manufacturing Central Engineering Group will develop and implement QA work processes to assure the quality of engineered equipment and materials support to Chevron Phillips Chemical Company plant and project execution teams worldwide. They will collaborate with other Senior Rotating, Fixed Equipment and Materials Engineers in the Central Engineering Team and in the Manufacturing PSM and equipment reliability groups, who primarily support the manufacturing facilities, as well as the Company Project Engineers to meet project and company goals.
Desired Functional Knowledge:
A minimum of 10 years’ experience in leading quality assurance services within major capital projects for refinery or petrochemical facilities, including supporting plant projects, management of shop inspections, site construction and performing quality oversight of engineering contractors.
Familiarity with commonly-used industry standards for equipment reliability, materials, and new construction (e.g. ASME, API, ASTM, NACE, AWS, etc.) is required.
Knowledgeable in the construction, repair and rerating of engineered equipment, welding procedures and welding processes and non-destructive examination techniques.
Familiarity with project execution work processes within an engineering contractor office.
Key Roles & Responsibilities:
Develop and / or improve QA work processes and increase QA competency and organizational capability throughout Chevron Phillips Chemical.
Implement company work process for evaluation of suppliers and inspectors at the end of each project or order, capturing Lessons Learned for future projects, orders and assignments.
Serves as the Chevron Phillips Chemical subject matter expert for the central engineering group for QA/QC, technical support on specifications and codes of construction.
Leads effort to improve customer understanding of QA processes; promote the use of QA services at the right time and in the right amount during the project execution cycle.
Encourage the identification and selection of project suppliers who can provide high-quality products to Chevron Phillips Chemical.
Lead supplier qualification audit teams, periodic supplier audits, and / or quality incident investigations. Participate in supplier improvement initiatives.
Deliver audit assessment findings to Company management and evaluate the need for any corrective/preventative action. Follow-up audit findings for corrective/preventative actions.
Collaborates with company subject matter experts to proactively resolve quality related issues.
Collaborates with Global Procurement, subject matter experts and stakeholders in leading capability assessments of specialty contractors, material and equipment manufacturers.
Collaborates with Global Procurement to develop and maintain Company AML’s/AVL’s for suppliers.
Assist plants and project teams with the development of quality assurance and inspection test plans to provide assurance that suppliers’ products meet all purchase order requirements.
Assist with selection or vetting of project QA personnel as well as audit or review the work product of others who develop these deliverables.
Review engineering deliverables and supplier documentation for compliance with QA requirements, clarity and completeness, incorporation of Company Engineering Standards, industry best practices, Nondestructive Examination and Testing processes required to ensure quality of the product.
Plan and chair Pre-Fabrication Meetings when merited by equipment complexity or criticality.
Identify, select, and manage qualified, local third-party inspectors in the execution of inspection assignments. Participate in inspection agency and inspector improvement initiatives.
Review inspection reports and associated data generated during production of equipment or materials. Assist in the resolution of deviation requests, non-conformances, and other quality-related issues.
Liaise with parent company QA specialists to share and leverage knowledge and resources, participate in their Best Practice forums.
Prior experience in an enterprise "home office" central support, or center of excellence, is preferred and is a plus.
Educational Qualifications and Industry Certifications:
A minimum of 15 years’ petrochemical or related industry experience is required.
Previous or current industry certification(s) such as those offered by ASNT, NACE, AWS, API, ISO, is preferred.
Bachelor's Degree or above is preferred.
Experience related to engineering, capital project and turnaround execution for refinery or petrochemical industries is strongly preferred.
Experience in safety leadership and a demonstrated understanding of behavioral-based safety practices is desired.
Proficiency in MS Office.
Leadership and Ability to Work Independently:
Demonstrated history of leadership behaviors (e.g. meeting customer expectations while handling multiple critical tasks) with minimal supervision.
Strong written and verbal communication skills with the ability to serve a broad range of company business leaders, plants, project teams, and our contractors.
Demonstrate ability to work from a position of credible influence based on technical and quality assurance knowledge versus a position of authority.

Position will require up to 25% travel, most of it local in the Houston or Southeast Texas area, with an occasional domestic air or international trip
