Employment Status: Full-Time, "Exempt" Temporary position with possibility of converting to a permanent position.

Work Schedule: Typically, Monday- Friday 8:00 a.m. - 5:00 p.m.

Reporting to the Associate Dean of the College of Extended and Global Education and the Executive Director of the Center for International Studies and Programs (CISP), the Immigration Lead serves as a high-level contributor providing expertise and functional leadership on immigration issues to the College and University leadership.
The incumbent provides oversight of the day-to-day operations of the immigration unit, including providing lead work direction to other professional staff and is accountable for short- and long-term goals and objectives. Work is guided by the overall goals and objectives with full accountability for results and requires regular planning, development, independent determination of methods to meet programmatic or administrative goals, as well as independent determination of approaches to project and priorities.
The incumbent needs to have demonstrated ability to use sound and substantial judgment in the analysis, interpretation, integration, application, and presentation of complex data and information, as well as development of policies and procedures related to issues that might not be covered by existing policies and procedures.
Ability to assess, anticipate, formulate, and evaluate the impact of recommended or implemented policies from a strategic and operational perspective is essential.
Demonstrated ability to understand problems from a broad perspective and to discern applicable underlying principles to conceive of and develop strategic solutions is essential. The position also requires use of appreciable ingenuity and innovation to conceive of new approaches and solutions to address complex problems and issues.
Applying extensive and in-depth knowledge immigration laws, regulations and procedures as related to student, faculty and staff, the Immigration Lead oversees and coordinates daily operations of the immigration unit and provides lead to its staff and is accountable for results.
The Immigration Lead is responsible for overseeing immigration reporting, immigration advising, issuance of visa documents for F-1 and J-1 Students, J-1 Scholars, OPT, CPT, and visa processing for H-1B staff, as well as assisting in green card eligibility determination.
The incumbent serves as Principal Designated School Official (PDSO) and as Responsible Officer (RO) with federal agencies and as such prepares reports in accordance with federal guidelines; provides advisement to the leadership team on immigration issues, along with other related matters; advises students, faculty and staff on cultural and academic adjustment issues.
Ability to effectively use applicable information systems and applications in analysis, research, and reporting activities and projects.
The incumbent is responsible for facilitating effective relationships and communication among international students, faculty, staff and administration, as well as communicating effectively with high-level and diverse contacts inside and outside the CSU system.
The incumbent must have ability to effectively use communication methods including conflict resolution in multicultural setting, and use persuasion and negotiation skills to build consensus to achieve short- and long-term goals and objectives.
The incumbent must have demonstrated ability to effectively present ideas and conduct training for diverse audiences. The incumbent is also responsible for preparing agreements and contracts with international partners in accordance with applicable polices and procedures.

Essential Duties and Responsibilities:
Under general direction, serves as the lead person of the immigration unit overseeing and coordinating its daily operations and protocols to ensure that the university meets all reporting requirements, compliance with immigration regulations and deadlines for SEVIS.
Serves as Primary Designated School Official (PDSO) and as Responsible Officer (RO) with federal agencies for CSUSB.
Provides accurate information as requested by the U.S. Department of Homeland Security (DHS) and the U.S. Department of State (DOS) in accordance with federal regulations, F-1, J-1 and H-1B visas, FERPA (Federal Educational Right to Privacy Act) guidelines, and campus policies.
Oversees daily tasks associated with immigration management, including but not limited to: data uploads and downloads, SEVIS document management, daily alerts, etc.
Apply in-depth knowledge and understanding of immigration regulations and effectively communicates regulatory changes and updates to international students, staff, scholars, administration and relevant CSUSB departments.
Provides leadership and oversight to other immigration staff members
Advises and trains international students, scholars, faculty, staff and administration on campus policies and federal regulations as they pertain to immigration.
Advises leadership and other offices on immigration issues and generates reports as necessary.
Works collaboratively with other offices and departments across campus.
Drafts, review and prepares domestic and international agreements for partners and providers.
Performs other duties as assigned.

Education and Experience:
Juris Doctor degree or Master's degree in Higher Education Administration or related field.
Minimum of 5 years experience working in the area of immigration with progressive responsibility. A Juris Doctor degree may be substituted for two (2) years of experience.

Desirable Qualifications:
Five to ten years of legal experience in the area of immigration law
Experience working in higher education with SEVIS
Experience with H-1B visa
Experience with mediation and conflict resolution in a multicultural and multiethnic environment
Proficiency in languages in addition to English; Arabic preferred
Experience providing leadership and directing staff
Experience with PeopleSoft

Knowledge & Abilities:
Extensive knowledge of immigration regulations and procedures for F-1 and J-1 visas for international students.
Demonstrated ability in interpreting and implementing complex immigration regulations.
Excellent oral and written communication skills, including intercultural communication, to be able to effectively present ideas in written and presentational formats to diverse audiences.
Demonstrated record of intercultural competency through working or studying in international/intercultural environment.
Extensive experience with software applications such as MS Word, Excel, Outlook, relevant immigration platform.
Excellent organizational and analytical skills.
Attention to detail and accuracy.
Demonstrated ability to work as a productive member of a team and ability to show initiative and work independently.
Ability to understand complex problems from a broad prospective, to discern underlying principles and to develop strategic solutions.
Ability to interpret, foresee and proactively address potential issues as a result of changing immigration laws.

Special Working Conditions:
Legal permanent resident status or U.S. citizenship is required to be eligible for certification by the Department of Homeland Security as Principal Designated School Official (PDSO) and the Department of State as Responsible Officer (RO).

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.
