Job Description

The Senior Data and Racial Equity Analyst will be responsible for overseeing the Arts Commission performance measures, data reporting functions, Salesforce system project, and Racial Equity plan. Please visit our website for more information on our work: https://www.sfartscommission.org

The Senior Data and Racial Equity Analyst will supervise the ACLS Fellow. The Senior Data and Racial Equity Analyst will report to the Deputy Director of Finance and Administration.

Essential duties
Data

Manage the Salesforce project: work with consultants and staff to design and implement the new agency wide database, ensuring the system is integrated into programmatic workflow efficiently and effectively.
Coordinate, manage, monitor , and improve data collection and analysis across the agency.
Supervise the collection of performance measures across the agency and report to the Controller’s Office.
Manage performance improvement projects, develop follow-up action plans and work with staff to implement performance improvement strategies.
Collaborate with other city departments and local funders to create and maintain reliable data on arts and culture in the city.

Policy

In collaboration with the Director or Cultural Affairs and the Deputy Director of Finance and Administration, develop and manage a long-term research plan for the agency.
Coordinate and lead the agency’s participation in local, national and international research initiatives about arts and culture and racial equity.
Organize and prepare for the agency’s representation at national convening on arts policy.
Assist management in budget development process through economic and financial analyses.

Racial Equity

Chair the agency’s racial equity working group.
Collaborate with other city departments and local arts agencies to develop policies to advance racial equity in arts and culture.
Design and monitor the implementation of the agency’s racial equity action plan.

Knowledge and Abilities

Provide strong leadership skills;
Direct subordinate staff engaged in diverse activities;
Exercise administrative ingenuity, independent analysis, adaptability and judgment on highly specialized proposals with difficult, complicated choices of action;
Make recommendations and present them effectively to the Mayor, commissions, boards, committees, other agencies and the public;
Apply the principles and practices of public administration, financial and personnel management;
Clearly interpret all applicable laws, ordinances and codes;
Direct research, survey techniques and statistical methods;
Communicate effectively with subordinates, other city employees, the general public, members of civic organizations, or other agencies; and
Provide guidance to managers in a calm, effective manner in a fast-paced work environment.
Minimum Qualifications
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.
