Position Summary
Cigna-HealthSpring is seeking an experienced learning professional to cultivate learning, knowledge sharing and performance development across the organization. The Learning Senior Specialist will work closely with business leaders, stakeholders, project managers and learning professionals to lead training, information development, and knowledge management activities on large scale projects across the Government Business segment. The Learning Senior Specialist will develop and manage the standards for learning, ensuring that learning material meet those standards.
Duties and Responsibilities
  • Manage knowledge management, instructional design and training staff assigned to projects, ensuring all documentation meets regulatory, industry, and Learning Solutions department standards
  • Address skill and knowledge opportunities impacting performance outcomes across the segment as the Learning Solutions lead on projects; Conducting research and root cause analysis, size short and long-term impacts of solutions, and identify and deliver the right learning solutions to ensure project success
  • Develop and manage standards for Learning Solutions, ensuring all documentation, processes, and other deliverables across the learning solution disciplines meet these standards
  • Measure and evaluate the effectiveness of training solutions according to business goals and job functions
Training Project Management
  • In partnership with business leaders, project managers and learning professionals, conduct performance analysis, analyze data and recommend solutions that supports business results
  • Lead and direct learning solutions activities supporting Government Business Segment critical priority initiatives from an end to end perspective, ensuring that Knowledge Management and Training needs are brought to the attention of discipline leads or appropriate project team members
  • Collaborates with business and project leaders to define training success metrics, ensuring these metrics effectively measure, benchmark, and monitor the learning and development impact to the organization.
  • Using an agile approach, determines the right learning project requirements; (develops and establishes priorities, risks and monitors progress, resource utilization, project meeting cadence) and rapidly implements changes to improve project outcomes
  • Obtains the support and engagement from critical business partners, stakeholders and influencers to ensure the successful completion of projects
  • Lead and direct the learning and knowledge management components for the initial and ongoing Global Service Partners (GSP) deployments from an end to end perspective, including the development, documentation, and implementation of learning best practices.
  • Uses cultural awareness knowledge to address the unique learning needs of global audiences, uses the cultural knowledge in making effective decisions on learning practices
  • Determines and implements a learning evaluation strategy, in accordance to Learning Solution Standards, to measure the effectiveness against performance and business expectations
Training Design and Development
  • Review & provide feedback on instructional material created by contracted and Learning Solutions staff to ensure coursework incorporates adult learning principles and meets industry and Learning Solution Standards for quality
  • May also serve as the lead instructional designers on some training projects, partnering with the business and leading a team of designers, trainers, and/or content developers
  • Design Train the Trainer certification process that ensures operation trainers have the capabilities to effectively facilitate training programs
Training Delivery
  • May facilitate soft skills training programs using proven techniques to increase retention and engage and motivate participants
  • May facilitate portions of Train-the-Trainer certification sessions to demonstrate best-in-class facilitations skills and techniques
  • Working with management, coordinate the scheduling of all training programs to meet business needs
  • Track participant attendance and performance utilizing Cigna University’s learning management system or other available tool(s)
Program Management
  • May manage the development, implementation and sustainment of soft skill training programs and programs to improve capabilities across the Government business

  • Capable of managing a team of learning and development professionals, either as a direct manager or as a cross-functional team leader

  • Bachelor’s degree required, Masters in Adult Education or similar field preferred
  • 5+ years of instructional design and classroom facilitation experience
  • Excellent written and verbal communication skills
  • Strong project management and people management skills
  • Demonstrated ability to manage learning professionals to develop a variety of training courseware to meet specific learner and business needs
  • Experience using a variety of training techniques to facilitate learning including lecture, activity-based learning, and skills practices
  • Excellent presentation skills to clearly convey complex blends of business and technical matters to a range of audiences, to articulate points clearly and concisely, and to negotiate effectively with diverse stakeholders
  • Demonstrated ability to design and develop a variety of training tools to meet specific learner and business needs
  • Experience liaising with business groups to drive consensus on approach to project activities
  • High energy, enthusiastic, motivational leadership style
  • Ability to manage and balance multiple, highly visible projects simultaneously
  • Highly organized, with excellent scheduling, follow-up and follow-through

  • Knowledge of health care a plus

  • Must be willing to travel up to 25% of the time
Software Skills
  • Proficient in the use of Microsoft Office suite of programs including Excel, PowerPoint and Word
  • Demonstrated experience using Microsoft Project to manage tasks as part of a project or to manage training projects
  • Proficient in elearning development tools such as Storyline; Captivate
  • Proficient in the use of an enterprise wide learning management system to assign training, deliver training, and track participant performance
  • Proficient in the use of web conferencing tools such as WebEx
  • Proficient in the use of online survey tools and basic imaging editing tools
  • Familiarity with Knowledge Management systems such as Oracle Knowledge, a plus
