The Program Support Assistant serves in the Veterans Canteen Service (VCS) Finance Center, located at the Jefferson Barracks Department of Veterans Affairs, in St Louis, MO. VCS is a non-appropriated self-sustaining retail activity that operates as an exclusive independent entity within VHA at over 200 locations.
As the Program Support Assistant, you will serve as the primary contact for the Treasury Offset Program (Top) and the Electronic Payroll Deduction (EPD) programs, receiving significant amounts of phone and e-mail inquiries from customers pertaining to the Treasury offset of their federal funds.
Major duties and responsibilities include, but are not limited to, the following:
Maintain a Treasury Offset Database
Maintain the VCS Payroll Deduction System
Verify that individual transaction amounts are equal to reported payments, making necessary corrections and posting to the VCS ledger.
Ensure purchase transactions are properly documented in the VCS Payroll Deduction System.
Monitor the customers without payment report to ensure proper write-off and collection of the debt through the Treasury Offset Program
Balance the payroll deduction system balances with the VCS general ledger balances and make necessary adjustments for all canteens.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintaining a financial database; posting payments; negotiating payment plans; advising and responding to various inquiries and questions; and composing letters and correspondences.

Physical Requirements: Work is primarily sedentary. Typically you will sit comfortably to do the work. There may be some walking, standing, bending and carrying of light items such as papers or books. No special physical demands are required to perform the work.
