The Talent Development Training Facilitator will provide training, services, and tools to assist agencies with attracting, developing, and retaining a productive workforce. Incumbents will develop and deliver training to end users, primarily via instructor-led courses and corresponding software tools. Incumbents will be expected to build strong relationships with agencies at all levels to foster trust and accountability, ensuring that human resources needs are met in a timely manner with the highest level of customer service.
The selected applicant will be required to serve a minimum one-year probationary period.

A baccalaureate degree.
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Specific Job Duties Include:
35% Instructional Design
Using instructional design principles, incumbent analyzes current instructor-led courses offered by SCS and revises as needed to improve offerings. Designs instructor-led training and development products, including instructor-manuals, PowerPoint slides, and other visual aids, participant manuals, and materials using sound instructional design theory. Collaborates with other team members to design blended or modulated training options. Ensures consistency in instructional design of products and promotes the brand image of the Division and Department. Evaluates performance of participants and/or products to determine effectiveness.
30% Course Facilitation
Uses presentation and facilitation skills while applying adult learning principles to deliver instructor-led training offered by TD statewide, which will require frequent travel throughout the state and occasional overnight stays. This position will coordinate with TD staff pertaining to course scheduling and will work under the direction of TD Supervisor(s) for direction on classroom training, delivery, evaluation, and further analysis of the effectiveness of the courses. Provides feedback to the TD Supervisor(s) on the effectiveness of the courses, resource needs, etc.
30% Leveraging Technology
Knowledge of functions, features, limitations, and practical applications of technologies available to support learning and performance improvement solutions. Knowledge of communication technologies and their applications, i.e. video conferencing, web-conferencing, audience responses systems, and presentation software. Skill in integrating, managing, and/or maintaining learning platforms.
5% Other duties as assigned
