This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position requires prolonged periods of walking, standing, bending, or stooping, as well as lifting up to 30 pounds. Performing rotating shift work to include nights, weekends, and holidays also required.
Perform a variety of RN duties in an Inpatient Mother-Baby/Labor and Delivery Unit; such as assessing and managing the patients? physical condition and progress through the labor and delivery process.
Assess fetal well-being by means of electronic fetal monitoring and other standard parameters
Initiate parent/infant bonding by promoting a baby-friendly environment while assessing the needs of the patient and family.
Educate parents on proper newborn care, providing breastfeeding assistance, and monitoring the mother and baby's well-being while still in the hospital.
Administer intravenous fluids and medications.
Respond to life-saving situations, using nursing standards and protocols for treatment as well as order diagnostic tests as needed.
Evaluate Mother-Baby and Labor and Delivery patients; administering care and recognizing complications.
Coordinate with other members of the Mother Baby Care team or a Labor and Delivery Unit.
Provide nursing care to babies born prematurely or seriously ill.
Assist and support mothers with all anti- and post-partum medical care.
Adhere to hospital policies and procedures; particularly those dealing with patient health information (PHI) and patient confidentiality.
Utilize computer systems/programs; such as Microsoft Office and Windows, as well as electronic medical records.

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
This position requires the incumbent to have tuberculosis testing.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
Two year trial/probationary period may be required.
This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so. You must undergo a specific initial background check/investigation to occupy a position having regular contact with children.
This position requires the completion of a pre-employment Physical Examination.
The duties of this position meet the criteria for compliance with Federal and Department of Defense Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
This position requires the incumbent to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
This position requires that you obtain and maintain a Basic Life Support (BLS) certification.
This position requires that you obtain and maintain Neonatal Resuscitation Program (NRP) certification.
Must have 1 year RN Mother-Baby or Labor and Delivery experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Qualifications Requirements:
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must submit a copy of your transcripts at the time of application) or official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. (Note: You must submit a copy of your certification at the time of application); and
Registration: Applicants must pass the National Council Licensure Examination. In addition, you must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. (NOTE: You must attach a copy of your registration in order to be considered for this position.)
Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 7, 2017 or before. You will be required to provide approximate documentation to the respective Human Resources Office to validate your status.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Experience: At least one or more full years of professional nursing experience which includes: assisting pregnant women in the labor processes, administering care and medications and intravenous fluids, recognizing complications, providing nursing care to newborn babies, monitoring the health of new mothers and their babies, and coordinating with other members of the Mother Baby care team or a Labor & Delivery Unit. This definition of experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
