This position is located in the Department of Health And Human Services, Substance Abuse and Mental Health Services Administration, headquartered in Rockville, Maryland.

As Special Assistant, you will serve as a senior advisor to the Director, CSAP. You will be responsible for performing a composite of complex administrative and technical duties auxiliary to the work of the Director, as well as, to the entire organization. In addition, you will participate in decisions affecting the total management operation to include advising and coordinating the budget, fiscal, personnel, and other management functions.
Specifically, you will:
Serve as liaison and coordinates the preparation of behavioral health program documents, proposals, reports, etc.
Oversee the administrative functions of the Center through the tracking of control and other correspondences.
Respond to various requests from the Agency, the department, congressional committees, the White House and various constituency groups.
Analyze, evaluate, and administer a variety of activities impacting behavioral health programs and projects.
Use qualitative and quantitative techniques in the research and development of speeches, management of administrative workflow, assigning and coordinating tasks.
Participate in the development and documentation of long and short-range planning efforts to accommodate newly enacted behavioral health legislation.

Minimum Qualification Requirement:
Must have at least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service that included providing advice to high level management on a variety of complex administrative and technical duties including budget, fiscal, personnel and other management functions; providing advice on policy and program matters relating to one or more behavioral health programs; developing administrative regulations and guidance for measuring program accomplishments; and applying qualitative and quantitative methods to issues related to administrative program functions.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
