Deputy Director Land Use and Buildings

ORR seeks a Deputy Director for Land Use and Buildings to:
1) Analyze climate-related threats to New York City’s neighborhoods, buildings, and residents and

2) define and implement a cohesive program of initiatives that work across the fields of land use,

insurance, and buildings policy to mitigate these threats.
This newly-formed portfolio presents an opportunity for a visionary leader to shape the city’s future

development at multiple scales: building, neighborhood, and citywide. Initiatives may include

partnering with responsible agencies to strengthen land use policies and building code to address

climate risks, developing or improving incentive programs that encourage resilient building

retrofits, and advocating for improvements to flood insurance policies and programs.
This position is a key member of the Office’s senior staff, reporting to the Director of ORR and

responsible for leading a team of professional staff members (e.g. planners, architects, and policy

analysts). In addition to managing three to five direct reports, the Deputy Director will frequently

form and lead inter-agency working groups and special initiatives with staff and senior leaders from

a variety of partner agencies, including: New York City agencies and authorities (e.g. DCP, DOB,

HPD, HRO, EDC, NYCHA), the offices of multiple New York City Deputy Mayors, New York

State agencies (e.g. GOSR), and Federal agencies (e.g. HUD, FEMA).
Successful applicants will be collaborative team leaders with experience managing direct reports,

developing and managing analytical/planning initiatives, and directing multi-disciplinary working


Responsibilities include but are not limited to:
  • Track developments in climate science and analyze the potential impact of climate
change scenarios on New York City neighborhoods, buildings, and residents.
  • Evaluate current New York City building, land use, and economic development
policies and area-specific plans and collaborate with responsible agencies (e.g. DOB,


DCP, EDC, and HPD) to increase the city’s resilience to climate change through

policy/program improvement.
  • Lead analysis and policy formation to facilitate the adaptation of high-risk coastal
communities to climate-related threats.
  • Advocate for National Flood Insurance Program reform
  • Lead NYC’s engagement in FEMA’s restudy and remapping of the city’s Flood
Insurance Rate Maps
  • Collaborate with the Mayor’s Office of Sustainability to integrate resilience with the
City’s GHG reduction goals, as outlined in “One City: Built to Last” and the 1.5

Degree Climate Action Plan
  • Represent the vision of the Mayor and the priorities of the Office in high-profile
planning/development processes, interagency policymaking initiatives, and in

meetings with elected officials, exercising independent judgement and providing

direction to agency partners.

  • Implement an existing portfolio of planning and policy initiatives, clarifying scope,
helping team members to develop and execute work plans, and balancing priorities

and resources across the portfolio
  • Help team members to structure and perform complex planning/policy analyses and
to craft deliverables (e.g. memos, presentations, and graphics) that effectively

communicate results and recommendations to a variety of audiences, reviewing draft

deliverables and ensuring quality of final products
  • Ensure frequent and consistent communication of status for key projects; facilitate
multi-stakeholder problem solving to clarify strategic direction and ensure consistent

progress toward work plans

  • Provide coaching and mentorship to team members in their role as initiative leaders;
troubleshoot complex policy/planning issues and managerial challenges
  • Monitor professional development of team members, provide regular constructive
feedback to ensure ongoing growth, and create opportunities for team members to

take on new responsibilities

  • A graduate degree and/or at least ten (10) years of full-time relevant professional experience
in a field related to this position;
  • A background in environmental policy, land use planning, economic development, growth
management, engineering, emergency management or climate science is essential, in

addition to at least one of the following: an understanding of issues relating to resiliency in

an urban setting; knowledge of New York City’s governmental structure and policy context;

knowledge of Federal and State funding mechanisms for disaster recovery and resiliency

programs; knowledge of Federal flood insurance programs and policies;


  • An understanding of issues relating to climate change resiliency in a large urban setting
and/or the interplay of coastal resiliency, the built environment, energy, urban planning and

economic development;
  • Attention to detail and excellent organization skills, which include and are not limited to the
ability to manage complex projects; coordinate interagency programs; maintain control of

analytical details while balancing large-scale program objectives;
  • The ability to work productively with a wide variety of professionals in a team-based,
collaborative environment is essential;
  • Experience leading complex inter-agency or inter-departmental analytical, planning, or
policy development initiatives is preferred;
  • Experience in staff supervision and development;
  • Excellent communication and interpersonal skills, particularly in terms of creating, directing
and translating rigorous, defensible public policy models into transparent conclusions that

can be easily explained and understood by the public;
  • New York City government work experience; or relevant technical, consulting or business
background, a plus.
