In a leadership capacity, the incumbent manages the Office of Inspector General (OIG) Information Technology Operations (IT Operations) unit, which reports to the Deputy Inspector General. The OIG’s information technology (IT) needs are supported by both OIG IT Operations and the Board of Governors of the Federal Reserve System’s (Board) Division of Information Technology (Board IT). Additionally, IT Operations independently supports OIG regional field offices as well as IT laboratories used by auditors and criminal investigators. The incumbent ensures that Board IT is fulfilling its obligations to provide the infrastructure necessary to support the OIG. The incumbent is responsible for overseeing the planning, design, implementation, and sustainment of complex, hybrid systems essential to the success of the OIG’s mission and strategic plan. In consultation with Board IT, the incumbent ensures that OIG systems meet Board and applicable federal privacy and information security requirements. The incumbent guides and advises the Inspector General, the Deputy Inspector General, and senior management on IT solutions to support OIG operations. The incumbent ensures appropriate execution of system documentation; uses initiative and resourcefulness to solve unusual problems and develop new procedures; oversees a wide range of technical projects in support of the OIG’s IT needs; coordinates with Board IT and IT divisions at other agencies; develops the OIG’s IT budget, directs its execution, and monitors expenditures; and oversees the procurement of IT resources. The incumbent directly supervises the OIG Manager, Information Systems and the Sr. Information Security Specialist.
Requires technical and analytical skills typically acquired through completion of a master’s degree or equivalent experience in computer science, telecommunications, information systems, or a related discipline or equivalent work experience and six (6) years of related experience. Requires advanced knowledge of several distributed software and hardware systems, including one or more operating systems, analysis and system design experience; and network design and configuration. Understands the interrelationships among systems. Experienced in problem diagnosis and resolution. Able to communicate complex technical concepts in nontechnical language. Possesses strong oral and written communication and interpersonal skills. Has expertise in computing, systems programming, automation, or database management. Demonstrates strong leadership in managing professional and technical staff and projects. Expert in coaching and developing staff.
The incumbent will operate in a hybrid IT environment in which some software and services are provided by the parent organization's DIT and others are managed internally, typically on the organization's network. The IT environment serves the needs of auditors and criminal investigators who frequently work on highly complex, sensitive matters with numerous privacy and information security concerns, including matters of prosecutorial, Congressional, and national public interest.
Prior specific experience and demonstrated success managing IT operations (including budgeting and workforce planning) for an independent organization in such an environment, and prior specific experience developing and implementing data segregation/separation, security and related solutions for an OIG operating in a hybrid IT environment are highly desirable.
The use of strong interpersonal and communication skills to resolve conflicts among staff and external providers, contractors, and vendors; and demonstrated skill successfully working and guiding senior management of an OIG on IT system development, implementation, and operations, are also highly desirable.
This position is a senior leadership role; this candidate will supervise staff. The incumbent must demonstrate experience as a people manager.
This is a customer-focused position; the candidate will provide some HelpDesk-related services.
