Summary
You will serve as a Supervisory Administrative Specialist for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Administrative Services Center - ASC in Herndon, Virginia. This position supervises staff and serves as the principle advisor for all procurement/budget and/or payroll functions.

Responsibilities
As a Supervisory Administrative Specialist at the GS-0301-12/13, some of your typical work assignments may include:

Develop, plan, maintain, and enforce policies and procedures for procurement and/or payroll management programs.
Implement and monitor policies and procedures for procuring supplies and services for all ODA Centers; ensure all requests and actions adhere to the Federal Acquisition Regulations (FAR).
Implement and monitor policies and procedures for accounting for all ODA employees' time and attendance (T&A) records.
Utilize multiple Oracle, online, and/or web-based systems to collect data and perform tasks such as payroll and procurement payments.
Compile and/or maintain production and error reports related to payroll/budget and procurement, track and discuss discrepancies, conduct cost benefit analysis and prepares recommendations for improvement.
Supervise a staff of employees: develop performance standards, evaluate employee performance, identify training needs, assign work, set priorities, approve/disapprove leave, effect or recommend disciplinary measures, set goals and objectives, etc.

IMPORTANT NOTES:
This is a Cadre position, which is a competitive service status position with a full-time seasonal work schedule. Although highly unlikely, depending on the level of disaster activity, you may be placed in a non-duty status if there is insufficient work. This would be extremely unusual and has not occurred in numerous years.
Mandatory Overtime: During times of heightened disaster activity, substantial overtime hours up to seven days a week and 10-14 hours a day may be required.
May perform any or all of these functions at disaster sites or other Center locations as required.

Interpreting and applying Federal Acquisition Regulations (FAR) with regards to processing procurement transactions and /or policies and procedures to process time and attendance files;
Identifying organizational, procedural and production issues and providing recommendations for improvement within a department or organization;
Providing customer service to internal and/or external customers; assessing needs, providing information or assistance, and resolving problems; and,
Using software and automated systems designed to accomplish and manage the work in an administrative services department, such as travel arranging, procurement, accountable property, budget, etc.
GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Interpreting and applying Federal Acquisition Regulations (FAR) with regards to processing procurement transactions and /or policies and procedures to process time and attendance files;
Identifying organizational, procedural and production issues and providing solid recommendations for improvement within a department or organization;
Providing customer service to internal and/or external customers by assessing needs, providing information or assistance, and resolving problems;
Using software and automated systems designed to accomplish and manage the work in an administrative services department, such as travel arranging, procurement, accountable property, budget, etc.; and,
Leading or supervising administrative projects, and/or a team/staff of diverse employees in the day-to-day administrative and program support operations, for an organization/office.
