The Department of Public Works is seeking a highly qualified, self-motivated professional to fill a vacancy within the Administrative Services Division.
This transfer opportunity is located at Public Works Headquarters Administrative Services Division, 9th Floor at 900 South Fremont Avenue, Alhambra, CA 91803. Headquarters staff work a 4/40 work schedule, Monday through Thursday, with a Regular Day Off every Friday. The Headquarters building has a cafeteria, free parking, and a free onsite gym.
Essential Job Functions
This position will oversee the Procurement Unit, which is responsible for procuring materials and services for the department.
Examples of job duties include, but are not limited to:
Oversee a Unit of subordinate supervisors, procurement buyers, and clerical staff, who are responsible for procuring a vast variety of materials and services from vendors to provide internal customers with commodities needed to maintain continuity to perform department operations. In addition to overseeing the procurement of materials and services, direct staff through subordinate supervisors to ensure materials and services are procured in a timely manner, and in compliance with Department and County purchasing policies and procedures.
Perform a broad range of administrative and regulatory functions. The position reviews and approves bid requests exceeding the department's delegated authority to be sent to Internal Services Department (ISD) for purchase order processing. Oversee the subordinate supervisors directly responsible for supervising buyers and request various updates as needed. Direct the monitoring of expenditures for the overall procurement of materials and services, by reviewing data or reports in eCAPS, to ensure the department does not exceed its delegated authority.
Respond to end users' inquiries regarding purchasing via e-mail, or by phone. Direct end users to the appropriate buyer staff and resolve procurement questions or problems in the absence of the assigned buyer or subordinate supervisor if needed. Act as a liaison between the department and ISD regarding status of complex or emergency requests. Direct vendors to ISD regarding how to do business with the County, vendor registration requirements, vendor selection process, and other vendor or customer related inquiries. Through subordinate supervisors, identify potential vendors through various resources to do business with the department. Facilitate discussion of technical requirements between internal customers and ISD, including interpreting specification requirements, when needed.
Serve as a liaison for user divisions within the department to coordinate product testing, vendor presentations, oversee preparation of various reports, provide regular updates to the Materials Manager, train subordinate supervisors, oversee the creation or revision of training manual for purchasing or desk procedures for procurement functions, etc.
Actively participate in attending small business events to educate and increase outreach to small business vendors, work with the staff and end users to enforce small business utilization, and align the procurement operations objectives with the department's overall strategic plan.
Very good written, verbal, and interpersonal communication skills.
Ability to multi-task and meet all deadlines.
Supervisory experience in overseeing a team of subordinate supervisors, buyers, and clerical staff.
Positive attitude and ability to adapt quickly to changing situations.
Dependable and possess excellent customer service skills.
Proficient in Microsoft Word, Excel, Outlook, Power Point, and the electronic Countywide Accounting and Purchasing System (eCAPS).
Ability to work independently and as part of a team.
