The Manager, HR & Financial Information Systems (HRFIS) leads an application development and support team in the development, implementation, modification and support of a variety of application systems, custom programs, reports and forms developed by the team that will interface with Oracle HRMS, Payroll, and GL financial applications. The technology will utilize Oracle E-Business Suite in order to provide an integrated information system solution to meet the business needs of the Commission.

The Manager, HR & Financial Information Systems serves as the primary IT point of contact with the Finance and HR departments understanding their business functions and providing IT guidance in relation to areas such as accounting, revenue, budget, disbursement, retirement and HR management.

Essential Functions
  • Manages all aspects of Oracle E-Business Suite (EBS) and other financial applications support and operations including planning, designing, implementing, supporting and maintaining various functions
  • Monitors and evaluates the performance of staff and business processes to assist in streamlining tasks and initiating new or revised systems approaches as appropriate
  • Assists and guides team members on issues encountered in the design and implementation of solutions
  • Interfaces with middle- and senior-level end-users to develop client “buy in” and support, develops business implementation strategies, formulates project plans and addresses specific issues that may arise during an Oracle implementation or as part of ongoing support of Oracle applications in the production environment
  • Coordinates major upgrades with DBA team
  • Identifies project technology risks and communicates credible scenarios/feasibility issues to senior management
  • Manages configuration management support for development software
  • Leads team members on data analysis and integration of applications
  • Works with senior management to develop project scope, budgets and priorities
  • Ensures team follows standards for development tools/platforms/methodology/controls to ensure efficiency, quality and consistency in application development
  • Ensures projects follow specific project plans and timelines; delivers status reports, issues logs and generates appropriate documentation
  • Ensures that project work meets all contractual service levels associated with quality estimation and incident resolution
  • Supports WSSC in-house software development and COTS implementation, determining user requirements and desired outputs, including migration to next generation development tools
  • Reviews current technical architecture, including design patterns and development methodologies
  • Designs and implements HRFIS solution infrastructure to meet business service level agreements
  • Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Other Functions
  • Manages audits on code and documentation from developers
  • Provides technical documentation updates to the latest enhancements or releases
  • Develops and uses effective mechanisms to report application development activities
  • Manages external vendor relationships with contract administrators to review/negotiate/revise relevant contracts
  • Oversees the management of SLAs with vendors and service providers
  • Reports key metrics on HRFIS operational activity
  • Perform other duties as assigned

Required Knowledge, Skills, And Abilities
  • Extensive technical knowledge of and hands-on experience with Oracle E-Business Suite 12.X.X, business flows and workflow
  • Expert knowledge of Oracle ERP applications development with an emphasis on workflows, implementations, maintenance, interfaces and other technical functions
  • Familiarity and technical skills in Oracle Applications 12.1.x and knowledge of Oracle schema structures of Oracle 12.1.3 (or higher) E-Business Suite modules, including GL, HR, and Payroll
  • Expert knowledge in working on interfaces/conversions in the Oracle 12.1.3 e-Busines Suite applications environment
  • Ability to effectively report on application development resources for projects, maintenance and break fix tasks
  • Ability to understand the agendas of other functions, groups and business units within WSSC and to integrate that understanding into the decision making process of the team
  • Ability to efficiently leverage the different talents, attributes and skills of diverse employees
  • Skill in recognizing trends, patterns and events that result in new and innovative opportunities
  • Outstanding skills in verbal and written communication, as well as an ability to partner effectively with internal and external teams
Minimum Education, Experience Requirements
  • Bachelor’s degree in Computer Science or related technical discipline (or High School diploma with additional experience)
  • 5+ years experience managing an application development
  • 8+ years of progressive hands-on experience [14 years experience with High School diploma] in application development that includes:
5+ years experience in Oracle E-Business Suite overseeing large enterprise application and systems development efforts
Experience managing multiple development projects concurrently, multiple development managers and a team of application development programmers
Experience with Oracle’s Finance and HR applications
Experience with functional design and configuration with some combination of the following Oracle EBS Financials modules in Release 12 (R12): General Ledger (GL), Sub-ledger Accounting (SLA) Fixed Assets, Accounts Receivables, Accounts Payable, Cash Management
Hands-on Oracle EBS R12 solution design, development, implementation and management experience
Experience in the development and implementation of SDLC methodologies and best practices
Experience reviewing architectural structures, identification of architectural issues and demonstrated ability to perform analysis and make recommendations to improve application development design and architecture
Experience architecting enterprise-wide solutions that would be optimal for large scale operations, systems scaling and capacity
